General Summary of Position

MedStar Health is actively seeking a Portfolio Director with a concentration in Infrastructure Refresh Projects: Responsible for leadership and execution of IT infrastructure refresh projects across the organization.

This incumbent will provide strategic leadership and oversight for portfolio planning, financial modeling, implementation, and execution of real estate, application-integration and technical project portfolios. Leads technology, financial, vendor management, project management, portfolio planning and, in support of business operations. Initiates and supports enterprise-wide programs and builds relationships with stakeholders to improve the project intake, process flows, deliverables, and transitions to support. Collaborates with IS teams, consultants, vendors and business partners to establish and document business case: project scope, timeline, integration, architectural designs, IS security requirements, capital and operating budgetary requirements; and ensures conformance to them. Oversees and directs real estate, application-integration and technical project portfolios, including supporting projects from initiation to project closure; managing governance around project, program, and portfolio management processes; supporting project escalations; status reporting, implementation, and education needs. Provides oversight and ensures compliance with the consistent use of project management practices, methodologies and tools. Demonstrates the ability to interact with cross-functional departments within MedStar Health, including IS teams, consultants and vendors and establishes excellent communication and relationship management skills.


Primary Duties and Responsibilities

  • Transforms organizational vision and strategy into actionable plans.
  • Leads and directs Agile planning and execution teams to deliver project life cycle deliverables on time.
  • Partners with Finance to ensure project financial reporting and forecasting align with organizational budgets.
  • Develops, manages and maintains relationships with key leadership, customers, stakeholders, and strategic vendors.
  • Facilitates enterprise PMO negotiations across functional areas to resolve project conflicts and competing priorities.
  • Collaborates with executive leadership to align around portfolio business objectives and measurable benefits.
  • Reviews and improves Agile and project management processes, communicating changes to enterprise PMO leadership.
  • Drives financial controls and industry best practices for demand and capacity management
  • Manages relationships with strategic vendors, negotiate pricing, and drive performance metrics.
  • Develops department goals, objectives, policies, and procedures. Ensures compliance with IS policies and procedures and regulatory requirements.
  • Develops and recommends project capital scoping and budgets and manages resources according to approved budget.
  • Manages standards and tools for projects, programs, and portfolios.
  • Identifies, tracks, and assists in resolving cross-portfolio dependencies and conflicts.
  • Provides consistent and effective portfolio dashboards, reviews, scorecards and reports.
  • Utilizes Lean Six Sigma process improvement techniques to optimize the process duration based on resource availability.
  • Participates in multidisciplinary quality and service improvement teams and maintains effective working relationships with other departments.

    Minimum Qualifications
    Education

    • Bachelor's degree required and
    • Master's degree required

    Experience

    • 10+ years Experience with a Master's degree or 13+ years of experience with a bachelor's degree in a healthcare environment with system implementations. required and
    • 10+ years Experience in implementing and maintaining accurate key performance metrics relating to PMO and project, program and portfolio management best practices. required and
    • Supervisory experience including personnel selection, development, and performance evaluations. Demonstrated experience in project management, system analysis/programming, customer service skils, and vendor interaction. successfully managed a large portfolio of projects/programs with multiple business stakeholders. required and
    • Demonstrated experience in project management, system analysis/programming, customer service skills, vendor interaction, and successfully managing a large portfolio of projects/programs with multiple business stakeholders. required and
    • Experience leading or participating in lean six sigma (yellow belt or above ) process improvement initiatives. required and
    • Previous experience leading a demand management project request process and working within a PMP. required

    Licenses and Certifications

    • Certified Project Management Professional (PMP)-PMI PMP (Project Management Professional) required and
    • Certified Business Analysis Professional (CBAP) Certified Business Analysis Professional (CBAP) required and
    • CPHIMS - Certified Professional in Healthcare Information and Management Systems required

    Knowledge, Skills, and Abilities

    • Applied use of Business Analysis Body of Knowledge (BABOK) preferred.
    • Experience using project portfolio management tools (preferable Planview Enterprise One) for Demand Management Process and portfolio management use.
    • Strong analytical ability to solve complex technical problems.
    • Competent in micro computing, including desktop applications, project management, and communication emulation applications.
    • Strong interpersonal communication skills to effectively interface with internal/external customers to lead them to a consensus.
    • Experience in identifying customer business requirements.
    • Excellent verbal and written communication skills.


    This position has a hiring range of $131,497 - $256,630
