SAIC is seeking an experienced Contractor Program Security Officer to oversee a small team of security professionals with standing up and operating a new secure facility located in El Segundo, CA.

The capability this contract is providing the Government will service multiple weapon system program offices across the Program Executive Office for the Space Domain Awareness and Combat Power weapon system portfolio. This will be a “first-of-kind” in terms of the capabilities and will require novel and innovative approaches in the development of security plans, application of guidelines, and establishment of procedures for all areas of security to include Personnel Security, Physical Security, Industrial Security, Information Security, Classification Management, Communication Security (COMSEC), and Program Security.

Key duties and/or responsibilities:

  • Prepare, process and maintain personnel security packages for Special Access Programs and conduct security indoctrination briefings and debriefings
  • Present Security Awareness Training and Education briefings
  • Investigate security incidents and violations; prepare reports of investigations for the corporation and customers, making specific recommendations for corrective and preventive actions
  • Author and ensure compliance of Security Operating Procedures and CONOPS outlining customer guidelines and establishing procedures for the handling, storing, and transportation of program assets
  • Author or assist with authoring/editing Systems Security Plans, Fixed Facility Checklists and TEMPEST checklists 
  • Create accountably system with document control and program asset management, oversee visitor control processes, prepare DD-254s
  • Perform duties of COMSEC Responsible Officer

Qualifications

This is you:

  • Bachelors and 14 years or more of related experience (4 additional years of applicable experience may be used in lieu of degree) with:
    • National Industrial Security Operating Manual (NISPOM) / Intelligence Community Directives (ICDs) with a focus on ICD 705/Joint Special Access Program Implementation Guide (JSIG), Executive Orders, etc.
    • Computed aided tools such as Microsoft Office suite (MSWord, Excel, Power Point, Project) and other collaboration tools (MS Teams, Zoom, etc.) 
    • Utilizing customer databases such as DISS, NBIS, and Scattered Castles
  • Must have the ability to illustrate and present decisive and risk-managed security recommendations and decisions
  • In-scope security background investigation (T5 or SSBI), adjudicated for SCI eligibility and enrolled in the Continuous Evaluation program (if applicable)  
  • Willing to be nominated for access to Sensitive Compartment Information and Special Access Programs and willing to consent to a Polygraph examination

Desired Qualifications:

  • Security+ CE certification 

Target salary range: $175,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
