JOB DESCRIPTION: 

The Navy Business Group is seeking an experienced training program analyst to serve as an Undersea Warfare (USW) Subject Matter Expert (SME). In this role, you will provide critical policy and standards support to the Commander, U.S. Fleet Forces (USFF) in Norfolk, VA. This is a unique opportunity to directly impact the readiness of the U.S. Navy's undersea forces.

 

The ideal candidate will be an experienced program analyst (at least eight years of experience) and USW SME in Fleet training plans, programs and processes.  Echelon III (or higher) staff experience and a working knowledge or understanding of U.S. Navy fleet training policy and programs, the Optimized Fleet Response Plan (OFRP), and the Fleet Response Training Plan (FRTP) are highly desired for this position. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least two years of applicable Program Analyst experience in:

·   U.S. Navy fleet operations, policy, systems, and staff procedures.

·   Managing / prioritizing large, complex projects involving numerous stakeholders.

·   Leading working groups and cross-functional teams.

·   Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.

·   Engaging Senior Staff at the Flag Officer/Director/Manager level.

·   Conducting fleet readiness analysis/assessment to identify gaps, training needs and solutions.

 

Specific Functional Area duties include:

·   Assist in the validation and prioritization of USW training to meet Fleet operational requirements.

·   Assist in the development, coordination and maintenance of USW Fleet training policies, processes, and programs to meet operational requirements.

·   Assist in the production and monitoring of USW training policies affecting the FRTP and associated support of the OFRP.

·   Provide assistance and advice to government representatives related to USW training in a variety of forums, meetings, conferences, and working groups.

·   Support Fleet USW training policy and standards analysis including collaboration with DOD, OPNAV, NETC, SYSCOM, and subordinate Fleet staffs as well as representatives from other military services and other government agencies.

·   Provide recommendations to government representatives on the articulation and implementation of USW Fleet training requirements and DOTMLP-F change requests.

·   Assist with the review of USW-related NTSPs in accordance with OPNAVINST 1500.76- series and local SOP and provide recommendations to ensure appropriate training is incorporated and delivered to the Fleet.

·   Assist with the review of USW-related NWTS products in accordance with the ROCs, FTC, and provide recommendations to improve the associated standards and training assessment tools.

·   Assist with the review of USW-related instructions and doctrine, such as CONOPS, ROC/POEs, and TTPs and provide recommendations to improve the documents and incorporate associated Fleet training.

·   Provide current, accurate and complete USW training-related point/information papers, briefs/presentations, and executive summary memorandums for USFF leadership on training issues.

Qualifications

REQUIRED EDUCATION / BACKGROUND / SKILLS:

·   U.S. citizen with Secret clearance and Bachelor of Arts or Science degree.

·   Active military duty experience including recent fleet training experience at or above the mid-grade officer or senior enlisted level.

·   6 years of general technical and Functional Area experience (4 years in lieu of degree will be considered); see detailed tasks above.

·   Five (5) years of experience with Undersea Warfare

·   Five (5) years of experience at the Echelon III level or higher staff

·   Proven written and verbal communication skills at the junior management and senior executive level, and ability to act independently and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables.

·   Experience in use of MS Office (e.g., PowerPoint) products.

 

DESIRED BACKGROUND / SKILLS:

·   Comprehensive understanding of all phases of the OFRP / FRTP.

·   Familiarity with the OFRP, FRTP and Fleet Training policy documents, including the Fleet Training Continuum (FTC).

·   Understanding of the Fleet training Command and Control (C2) structure.
