The MILCON Program Manager supports the Engineering Division's Joint Posture Management Office (JPMO) on Guam, coordinating with multiple military and government entities to plan, synchronize, and facilitate posture infrastructure programs. This role ensures infrastructure projects achieve joint operational effects and meet established timelines. The Program Manager oversees project assessments, technical analyses, acquisition strategies, and cross-functional coordination, while providing leadership and support to division branches and stakeholders.

 

Key Responsibilities

  • Conduct assessments of project complexity, feasibility, and timelines for posture infrastructure projects.

  • Perform technical analyses of project sequencing, bundling, schedules, and identify optimal acquisition strategies to expedite project completion.

  • Identify critical path items, develop mitigation strategies, and expedite project schedules to achieve reduced timelines.

  • Coordinate project execution across division branches and relevant organizations.

  • Facilitate data collection and analysis to advance posture infrastructure programs.

  • Develop and deliver execution briefings for various audience levels.

  • Provide support and back-up to division leadership.

  • Support strategic execution, development & controls, and knowledge management branches.

Qualifications

TYPICAL EDUCATION: Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and ten (10) years or more experience.

  • Experience as a Contracting Officer's Representative (COR).

  • Minimum of 7 years' experience in military construction (MILCON) program management, including troop labor, UMMC, and related areas.

  • Demonstrated expertise in engineering design and construction project management, including scheduling, cost control, cost estimating, construction management, quality assurance, and budget management.

  • Strong contracting skills, including pre-award tasks, RFP development, contract award procedures, and post-award contract management.

  • Thorough understanding of contract types: design-build (DB), design-bid-build (DBB), firm-fixed-price (FFP), and cost-plus (CP).

  • Experience with, or employment by, a Department of Defense (DoD) Design and Construction Agent (DCA).

  • Ability to coordinate across multiple agencies and stakeholders in a complex, joint operational environment.

     

Preferred Qualifications

  • Master's degree in engineering, construction management, or related field.

  • PMP or similar project management certification.

  • Experience with posture infrastructure programs in the Indo-Pacific region.

  • Prior experience supporting military engineering organizations.

  • Familiarity with posture plan processes and requirements.

  • Experience developing and presenting briefings to senior leadership.

  • Demonstrated ability to support strategic execution, development & controls, and knowledge management functions.

  • Strong analytical, communication, and leadership skills.
