JOB DESCRIPTION: 

The Navy Business Group currently has a career opportunity for a qualified former Staff Communications Officer (NOBC 9590), Information Professional, or Unrestricted Line Officer with N39/J39 experience to instruct the Network-Centric Warfare (NCW) Warfare Commanders Course.  The qualified candidate will provide direct assistance to Tactical Training Group, Atlantic (TTGL) as a Training Subject Matter Expert (SME) for the development, review, implementation, instruction, and assessment of the NCW training program.  The candidate must have a broad technical background, knowledge, skills, and experience in Network-Centric Warfare – Command, Control, Communications, Computers, Combat Systems, and Intelligence (NCW-C5I) doctrine, principles, and processes within a U.S. Navy carrier strike group (CSG), expeditionary strike group (ESG) or amphibious ready group (ARG).

 

The ideal candidate for this position is a former mid- to senior-grade U.S. Naval Officer with staff experience from at least one tour of duty implementing or instructing NCW-C5I principles, doctrine, and tactics, techniques and procedures (TTP) as part of operations or training with a naval CSG, ESG, ARG, Fleet staff, or training command staff.  In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least eight years of applicable experience in:

·   Training management

·   Developing training curricula

·   Conducting fleet/joint training assessments to identify gaps, training needs, and solutions

·   Delivering training in person and/or online

·   Developing and modifying training events /exercise scenarios and curricula

·   Managing training projects as team and/or project leader

·   Designing custom training to meet Fleet and Joint training objectives

·   Prioritizing multiple tasks and schedules with minimal impact on productivity/deliverables

Specific Functional Area duties include:

·   Deliver and monitor on-site NCW-C5I academic instruction for training audiences.  Provide mobile training team (MTT) instruction as required for ships, groups and staffs. 

·   Develop, maintain and deliver NCW-C5I instructional material supported by outlines, lesson plans, reference material, briefs, lectures, videos, scenarios, animations, handouts, student and instructor workbooks and study guides, testing materials, critiques and feedback.  These products will prepare the warfighter to bring an effective skill-set to ships, squadrons, warfare commander staffs, group staffs, numbered fleet command (NFC) staffs, and other organizations/ commands involved in conducting naval, joint and coalition maritime operations.

·   Translate NCW-C5I academic content, lessons learned, emerging doctrinal changes and training and education requirements into useable training products and services including customized instruction for short notice, deployment and unit level, group and Fleet specific requirements to meet the needs of deploying naval forces.

·   Research, analyze and employ the best learning strategies and methods to employ, train and sustain a quality instructional staff as well as leveraging state-of-the art technology into the development and delivery of all phases of training.  Aggressively pursue options including collaborative technologies blended learning models, simulations and games to fully engage and motivate the students.

·   Develop or provide inputs for the development of NCW-C5I course completion reports following the delivery of training.

·   Provide recommendations to the government regarding materials needed for a tactical reference library (virtual and hard copy) of classified and unclassified manuals, documents and reference materials required to conduct training and for the development and maintenance of curriculum.

·   Assess NCW-C5I courseware, delivery methods and new versions of applications to determine impact, functionality and best methodologies to develop and deliver training on new application's functionality.  Assessments will be completed based on changes to policy, doctrine, higher headquarters guidance, lessons learned, software version updates, and course content review board results and changes to models and simulation.

·   Monitor applications development schedules and assess equipment requirements for future version releases. Inform the Government of equipment, personnel, training, specialized expertise, and time requirements necessary to accomplish future training.

·   Provide input to TTGL schedules officer with regard to annual scheduling of NCW-C5I academic courses using the most cost effective and efficient plan for in-house instruction and MTTs.  The scheduling process considers stakeholder inputs (e.g., course managers, future plans, warfare modules, etc.), collective exercise schedules, minimum class size requirements, availability of instructors, classroom availability and other pertinent events within the established process and procedure.

Qualifications

REQUIRED EDUCATION / QUALIFICATIONS / SKILLS:

·   U.S. citizen with a Bachelor's degree (preferably a technical field).

·   Current DoD Top Secret clearance with SCI eligibility.

·   Active military duty experience as a mid- to senior-level Staff Communications Officer or Information Warfare/Operations Officer with at least one tour on a strike group, Fleet or other major command staff.

·   Six (6) years of training and general experience in the technical field.

·   Four (4) years of applicable Training SME and NCW-C5I Functional Area experience (see detailed tasks above).

·   Three (3) years of experience using current fleet training methodologies and requirements (or equivalent military experience) at the senior staff level.

·   Must possess proven written and verbal communication skills at the senior executive level, and be able to act independently.

·   Experience implementing and managing the current generation of U.S. Navy surface ship C5I systems or equivalent joint systems to meet warfare commander operational requirements as part of strike group operations (including coalition communications networks and paths).

·   Experience using Navy Mission Essential Task List (NMETL) methodology and observational evaluation.

·   Experience with U.S. Navy shore C4I infrastructures and space-based communications capabilities.

·   Base level experience conducting Joint military operations within a strike group.

·   Base level knowledge of Space-based ISR, GPS, and satellite communications.

 

DESIRED EDUCATION / QUALIFICATIONS / SKILLS:

·   Two (2) years of experience with Tactical Warfare Modeling and Simulation Systems such as JSAF, JAWS, or BFTT

·   Familiarity and solid understanding of the Navy Composite Warfare Commander (CWC) concept.
