SAIC is currently hiring for a Program Analyst in Oxnard, CA.
Job Duties:
- Produce a procurement package to document procurement process from request to receipt / delivery. This includes research, prepare, identify and recommend the best procurement method based on directed guidelines.
- Collaborate with engineers to gather drawings, data sheets, technical specs and requested vendors for procurement or requested items.
- Work independently to conduct research of potential vendors using knowledge, documentation and past practice to provide quotes and delivery schedules for procurements to engineers and customer project managers on procurement options.
- Work with corporate senior specialist (SAIC Buyers) when required for both the RFQ and PO request function.
- Following defined guidelines move the procurement through the approval process to purchase. Follow through on receipt and delivery to payment.
- Develop a completed procurement package as required for all procurements including authoring of statements of work (SOWs) and sole and single source justifications (SSJ) in both paper and electronic copy with the required documentation and make available for audit.
- Provide regular status updates of procurements to the program with ongoing updates with vendors.
- Process Travel Authorization Requests (TAR) which includes verifying for accuracy of project codes, per diems and proper authorizations, track actual charges, trip reports and add to share site for program archive.
- Produce Funds Reports for TARs and Procurement to cognizant PMs for communications with programs. Communicate with employees submitting TARs and Procurements for accuracy in reporting expenses and expenditures on the fund reports.
- Meets with PMs reviewing funds available for both travel and procurements. Develop and update forms, review with employees processing TARs and procurements new forms and procedures.
- Assist new employees with on-boarding process Assist PM with subcontract labor funding.
- Reconcile and allocate procurement charges on Bankcard timely and accurately, attach receipts and reports discrepancies as required.
- Other miscellaneous duties in support of the Director, PMs, Technical Leads, and FSO. Those duties will include, but not be limited to, duties often associated with those expected from an Office Manager, taking part in program meetings, tracking actions, taking meeting minutes, and providing administrative support.
- Stay current with required training for both SAIC and Gov't requirements.
Qualifications
Required Education and Experience:
- Bachelors and 3+ years of applicable experience; experience may be substituted in lieu of a degree
- Proficient in Word, Excel, PDF Editor.
- Developing forms and documents, producing electronic files.
- Communication and Listening skills to develop procedures and understand limitations of programs.
- NAVAIR/NAWC experience required
Required Security Clearance:
- Must have an active secret clearance on first day of employment.
Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
