Science Applications International Corporation (SAIC) is seeking a Program Analyst Manager to lead various teams (procurement, production, etc.) in support of the Joint Range Extension (JRE) product, which is based in San Diego, California (Needs to be local to area). JRE is a Tactical Data Link gateway software product that can be installed as software only or on one of our COTS hardware options that extends the reach of tactical data around the globe.

 The selected candidate will lead a diverse team of production, procurement and analysts that assist in the purchase, develop and delivery of the JRE product/s while also maintaining schedules, interface with multiple other teams, generating Purchase Orders and ensuring we maintain or surpass ARO delivery dates.   Other tasks will include updating BOEs, reviewing Ts&Cs and providing oversite to our Antenna Tilt team, while supporting the Director, remote JICOs and other managers.  This is a Hybrid/ Remote role with in-office requirement of at least 3 days per week.

 JOB DUTIES:

  • Directly Support the JRE Director and numerous SMEs/JICOs/Managers in the management of JRE acquisitions, sales, and requirements.
  • Coordinates directly with SAIC Contracts, Finance, Pricing, Engineering, and ITC for ITAR reporting.
  • Coordinates with other SAIC Business Groups relating to JRE purchases (COS, Falconer Contract, SEWP Contract, Army CHESS, DLA)
  • Answer various data calls throughout the week from all types of SAIC Managers, business groups, customers, finance, contracts, ITAR, etc.
  • Attends/supports JRE Manager Meeting, JRE production Meeting, JRE Deliverable Meeting, JRE ISO reviews/meetings, Australia weekly meeting, JRE Hardware status meetings.   Provides support to SAIC Contracts customer meetings when required.
  • Document Reviews - Review of Performance Work Statements (PWS), Statement of Work (SOW), Purchase Orders, Contracts Documents (EULA Rider, Terms and Conditions, Corp docs, NDAs, RFP/proposal documents, all new Govt Contracts and any attachments).  Develop comments on all and provide to Contracts, PM, Director.
  • Thorough knowledge of Government contracting environment.  Experience in reviewing Government contract documents including CDRLs, SDRLS, SOW's, PWS's.  Experience in reviewing vendor terms and conditions and other vendor contract documents.  Experience in a production environment, including scheduling and forecasting.  Familiarity with Costpoint, CRM database, JIRA.
  • Review status of quotes to customers and monitor progress.  Review of parts on hand and any needed to achieve an accelerated delivery date/s.  Direct/approve material handlers in ordering to MIVENT stock account to meet incoming orders.
  • Prepare/update monthly Finance JRE Catalog Sales data sheet and submit to finance.  Monitor deliveries and adjust line items when needed (early deliveries).
  • Developed and maintain the SAIC to SAIC sales tracker.  Monitor JRE sales outside of regular task orders/purchase orders.
  • Prepare On-time delivery information to meet ISO data call.  Support formal ISO meetings when required.  Provide overview of JRE catalog sales, delivery schedules, personnel responsibilities.  Provide supporting documentation for JRE production (WAD, Admin Process, etc.).
  • Manages material planners in the preparation of official Basis of Estimates (BOEs) for new catalog entries and updates.  Review drawings, review BOEs for completeness, determine labor hours and personnel, ARO and shipping costs.  Approve BOEs for submittal to Finance.
  • Yearly BOE updates - work with Finance to ensure proper personnel are included in yearly JRE Catalog BOE labor pool (March/April).  Distributes formal BOE template yearly to material planners for catalog updates.
  • Reviews JRE Catalog for parts requiring updates and those no longer available (NLA) or requiring deletion.   Submit catalog redlines to Finance for processing.
  • Receive new Request for Quotes/Request for Proposals from customers or SAIC Contracts.  Review requirements in RFQ/RFP documents and associated attachments (terms, PWS, SOW) with focus on JRE IP restrictions, warranty, release restrictions, ARO/schedule, ITAR, quality clauses, etc.

    • Prepare Quotes
    • Monitor progress, quote validity period, responses
    • Oversee order review and provide comments
    • Work with finance for acceptance and approval
  •     Manage RMA contact reports for help desk personnel.  Review RMA request.  Review help desk status.  Determine stock on hand to remedy customer requirements determining cost vs. stock availability.  Coordinate with Help Desk Manager and program personnel in the RMA solution.
  •     Review and approve timecards for direct reports, P-card purchases and expense reports, travel and direct-charge purchases.

Qualifications

REQUIREMENTS:

  • Bachelors Degree and Fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience.
  • Must be a U.S. Citizen
  • Must be able to obtain a Secret clearance after start
  • Experience in DoD contracts and other document reviews, production operations and inventory control
  • Experience in managing multiple groups/teams

DESIRED SKILLS:

  • BOE development.
  • Ability to support multiple tasks concurrently
  • Secret Clearance preferred

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
