The Navy Business Group currently has a career opportunity for a Joint/Partner Nation Training Team (J/PNTT) Lead to provide policy analysis and action officer support to Commander, Third Fleet (C3F) in San Diego, CA as a fleet training subject matter expert (SME) and team functional area lead.

Functional Area Leads are specific program supervisors. As middle-level to upper-level supervisors, they have the primary on-site responsibility for successful accomplishment of the training requirement (i.e., live / synthetic training event, training assessments). They are the contractor equivalent of the Government's Technical Assistant (TA).  Functional area leaders are responsible for ensuring contractor personnel have a clear understanding of the tasks, resources, capabilities, schedules, metrics, and desired end-state. While they do not necessarily have to be subject matter experts in all of the areas of their assigned tasks, they are expected to fill a supporting role, vice exclusively managing the contractor work force. They are responsible for maintaining accurate records of resources required to complete tasks, and the daily status of their contractor work force. 

The ideal candidate for this position is an experienced functional area lead and training SME in Joint/Partner Nation Training task requirements. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least eight (8) years of applicable functional area lead / manager experience:

·     With U.S. Navy training operations, policy, doctrine, systems, and staff procedures.

·     As a Technical Lead, Program Lead, or Project Lead and subject matter expert for respective tasks requirements (e.g., Joint Training).

·     Managing / prioritizing large, complex projects / deliverables involving numerous stakeholders.

·     In Master Scenario Event List (MSEL) development and execution processes.

·     In Tactical / operational planning, synthetic / live training exercises / event execution, lessons learned and after action reporting.

·     Conducting fleet training analysis / assessment to identify gaps, training needs and solutions.

·     Developing exercise / event timelines with required deliverables.

·     Engaging Senior Staff at the Flag Officer / Director / Manager level.

·     Adapting to a fast-paced, team-based environment and managing team performance.

·     Handling multiple priorities and interruptions with minimal impact on productivity / deliverables.

Specific Functional Area duties include:

·     Provide management support to the planning and execution of the Navy's Joint National Training Capability (JNTC) training programs in accordance with the Joint Training System (JTS) as outlined in Chairman of the Joint Chiefs of Staff (CJCS) Instruction 3500.01 series, Joint Training Policy for the Armed Forces of the United States, and CJCS Manual 3500.03 series, Joint Training Manual for the Armed Forces of the United States.

·     Provide subject matter expertise of USN's J/PNTT and JNTC with regard to C3F.

·     Integrate C3F operational level Headquarters joint training programs into Navy's JNTC training programs and oversee joint / partner nation participation for these events.

·     Provide assistance with developing and coordinating the J/PNTT to meet joint and partner nation training requirements for live and synthetic training events.

·     Coordinate JNTC resources for all phases of the JTS (requirements identification, planning, execution, and assessment) in support of the fleet synthetic training (FST), Composite Training Unit Exercise (COMPTUEX), and Air Wing Fallon (AWF) training programs.   

·     Coordinate, validate, prioritize and synchronize Navy training requirements with other services' requirements.

·     Coordinate Navy`s JNTC program accreditation, certification and mitigation process in support of the FST, COMPTUEX, and AWF training programs.

·     Serve on boards, committees and other groups pertaining to assigned functional areas and represent the Navy on matters pertaining to joint training.

·     Assist in developing the quarterly execution report required by USFF.

·     Provide, as required, a JNTC annual report of the Navy's joint efforts in the approved format as provided for the year completed.

Qualifications

REQUIRED EDUCATION / EXPERIENCE / SKILLS:

·     Must be a U.S. citizen with a Top Secret clearance (with ability to obtain SCI access) and Bachelor of Arts or Science degree.

·     Active military duty experience including recent fleet and Joint training, and operational experience at a major command / staff at the mid- or senior-grade officer level or higher.

·     Eight (8) years of technical, functional area management, and training analyst experience; see detailed technical tasks above.

·     Must possess proven written and verbal communication skills at the senior executive level, be able to act independently and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables.

·     Experience in use of MS Office (e.g., Word, Excel, and PowerPoint) products.

·     Must be willing to travel overseas and in CONUS up to 10 percent of the time.

 DESIRED EDUCATION / EXPERIENCE / SKILLS:

·     Recent experience in Joint/Partner Nation and naval exercises and exercise/event planning with a working knowledge of the Joint Operation Planning and Execution System (JOPES) and/or Adaptive Planning and Execution (APEX) system.

·     Completed Joint Professional Military Education (JPME) Phase I.

·     Familiarity with the Optimized Fleet Response Plan (OFRP) and Fleet Training policy documents, including the Fleet Training Continuum (FTC), as well as the Maritime Operations Center (MOC) concept.

·     Familiarity with the Project Budget Request (PBR) process.


Target salary range: $100,001 - $125,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
