SAIC is seeking a Senior Technical Manager to join our team of professionals providing technical and program services to the Space and Intelligence group.  SAIC provides research, engineering, design, analysis, acquisition, development, integration, test, and operations support to USG Intelligence Community (IC) and Department of Defense (DoD) customers. We support development and delivery of next generation and generation after next national security systems based on land, at sea, in air, and in space.

 

The Senior Technical Manager will provide strategic analysis and advice to senior government leadership in the NRO's Advanced Systems and Technology Directorate (AS&T), which researches and develops the nation's most advanced technology for space-based Intelligence, Surveillance and Reconnaissance (ISR) systems, focusing on the Chief Engineer and Chief Strategist.

 

The primary functions of the candidate will include, but are not limited to:

  •        Lead the development of technology roadmaps to feed into the capability roadmaps leveraging the AS&T Capability Taxonomy.
  •        Display exceptional communication and leadership skills in order to effectively lead the development and integration of new capabilities into current and future national ISR systems.
  • Work across the AS&T Systems Engineering and Technical Assistance (SETA) team to elevate their performance and meet customer needs across a range of research and development activities, including the oversight of studies, analyses, prototypes, and fight demonstrations.
  •        Serve as technical subject matter expert (SME) to respective users/developers by providing technical and scientific assistance, as necessary to meet mission tasks and objectives.
  •        Act as the “AS&T Historian” with access throughout the research document repository to ensure seniors provide informed assessments to the DNRO.
  •        Work in AI-enabled tools and platforms in knowledge/portfolio management and digital engineering/modeling software with the ability to run predictive analytics for ISR based systems and forecast space landscape for US and its competitors.

Qualifications

  •         Bachelor's degree in engineering, science, or mathematics and eighteen (18) years or more experience; Masters and sixteen (16) years or more experience; PhD and fifteen (15) years or more experience.
  •        Active Top Secret/SCI clearance with Poly
  •        Broad and deep understanding of technologies involved in space-based ISR, including space vehicles, payloads and ground systems
  •        Understanding of national and mission partner organizations, roles and missions
  •        Excellent organizational, interpersonal, briefing and writing skills to include contract documents, Concept of Operations (CONOPs), program plans, and engineering documents
  •        Demonstrates a proactive approach to leadership and problem-solving while fostering a collaborative environment across multi-disciplinary teams
  •        Takes initiative to identify and address technical challenges before they impact roadmaps, or interdependencies/connections, effectively balancing independent decision-making with stakeholder input
  •        Exhibits agility in response to evolving technical/capability requirements, shifting priorities, and dynamic operational environments common in space-based ISR systems
  •        Demonstrates experience in successfully navigating technical direction changes, budget adjustments, and schedule modifications while maintaining team focus and productivity in a fast-paced AR&D/ISR environment
