SAIC is seeking a Senior Test Engineer for our customer site in North Charleston, SC. This role is 100% on site and will require travel up to 25%.

The Senior Tester will be responsible for developing and implementing comprehensive test and evaluation (T&E) documentation. This role involves coordinating with cross-functional domains such as Engineering, Software/Integration, Cyber, Project Management (PM), Configuration Management (CM), and Logistics (Log). The Senior Tester represents the T&E domain to customers, manages test events, analyzes test results, and publishes detailed test reports. The ideal candidate will possess significant experience in devising and implementing system test scenarios for both hardware and software systems.

Key Responsibilities:

  • Develop required T&E documentation.
  • Coordinate with cross-functional teams including Engineering, Software/Integration, Cyber, PM, CM, and Log.
  • Represent the T&E domain to customers.
  • Manage and oversee test events.
  • Analyze test results and publish test reports.
  • Define and develop system test events for hardware and software, including creating Test Plans, Test Cases, Test Procedures, and Test Reports.
  • Develop test plans mapped to requirements and operational use cases.
  • Create test procedures to exercise system functional requirements, including interoperability test events.
  • Collaborate with Original Equipment Manufacturers (OEMs) to plan and execute testing.
  • Report the status of T&E activities to sponsors.

Qualifications

Required Education and Experience: 

  • Bachelor's degree in a related field and five (5) years of relevant technical experience (Test and Evaluation, Systems Analysis, Systems Architecture, and Systems/Equipment Support).
  • Familiarity with DoD 5000 series, JCIDS process, and T&E policy (e.g., DoDI 5000.02, DoDI 5000.89).
  • Experience with Developmental Test & Evaluation (DT&E) and Operational Test & Evaluation (OT&E).
  • Knowledge of TEMP and TES development.
  • Understanding of Land Mobile Radio (LMR) technologies, including P25 standards, trunked/conventional systems, and encryption standards (AES, DES, OTAR, FIPS 140-2/3 compliance).
  • Experience with interoperability testing across multiple vendor platforms.
  • Understanding of Consolidated Emergency Response Systems (CERS) and integration with dispatch, CAD (Computer-Aided Dispatch), and 911/NG911 systems.
  • Familiarity with FirstNet and mission-critical push-to-talk (MCPTT).
  • Ability to write test plans, procedures, and detailed test reports.
  • Hands-on experience with test ranges, RF measurements, coverage testing, and interference analysis.
  • Strong data collection, reduction, and analysis skills (both quantitative and qualitative).
  • Familiarity with requirements verification and validation (V&V).
  • Knowledge of system-of-systems integration in C4ISR environments.
  • Understanding of cybersecurity and Information Assurance (IA) using RMF, NIST 800-53 controls applied to communication systems.
  • Must be a US Citizen with the ability to obtain a secret security clearance.

Desired Skills:

  • Experience coordinating with PMOs, PEOs, and operational stakeholders.
  • Ability to manage test schedules, resources, and risk.
  • Strong technical writing and briefing skills.
  • Knowledge of LTE/5G integration with LMR systems.
  • Experience with satellite communications and redundancy planning for emergency response.
  • Familiarity with spectrum management tools and NTIA/DoD frequency coordination.
  • Proficiency in test instrumentation (e.g., spectrum analyzers, signal generators).
  • Familiarity with modeling & simulation tools (e.g., OPNET, MATLAB, STK).
  • Experience with automated test tools and data visualization software (e.g., Python, R, Power BI).
  • Prior hands-on work with public safety or military emergency response systems.
  • Knowledge of CONOPS for first responders and joint operations.
  • Experience working with DHS SAFECOM, NIST PSCR, or NPSTC standards.
  • Certified Test and Evaluation Professional (CTEP), Certified Tester Foundation Level (CTFL), or DAWIA T&E Level II/III.
  • Security+ or CISSP (for RMF/cybersecurity relevance).
  • PMP or Lean Six Sigma.
  • Strong communication skills to bridge technical and operational communities.
  • Ability to brief senior leaders, warfighters, and civilian emergency managers.
  • Flexibility to adapt to evolving mission requirements and urgent field testing needs.
