SAIC's National Intelligence Community (NIC) Business Unit, USG Mission and Information Technology Division, provides solutions and services supporting digital modernization programs in areas such as systems engineering, multi-cloud computing, cybersecurity, data science and analytics, artificial intelligence and machine learning, quantum computing, application development, SecDevOps, cloud network operations, and secure communications.

We are seeking highly motivated Technical Writers (TW) to join our team and be responsible for the preparation, review, revision, and maintenance of programmatic documentation, including Program Management Plan (PMP), Program Acquisition Strategy (PAS), Operational Capabilities Statement (OCS) / Statement of Capability (SOC), Functional Requirements Document (FRD), Test and Evaluation Master Plan (TEMP), Systems Engineering Plan (SEP), Program Protection Plan (PPP), Cybersecurity Strategy (CSS), and Life Cycle Sustainment Plan (LCSP).

Responsibilities will vary based on skill level:

  • Writing and editing programmatic documentation using approved Government templates and formats
  • Assisting in preparing and maintaining operations documentation, user guides and manuals, and technical publications
  • Gathering technical information and preparing written text
  • Maintaining a current internal documentation library
  • Using multiple word processing and presentation tools such as Microsoft Word, PowerPoint, Visio, etc.
  • Working with developers to produce quality documentation and training materials
  • Coordinating layout and design of documents
  • Researching highly technical subject matter, organizing information from multiples sources, and expressing technical information in written form that is comprehensible to a wide audience of readers
  • Applying concepts for technical writing based on engineering drawings, technical information from engineering documentation, consultations with engineers and subject matter experts (SMEs), and other available sources
  • Interpreting engineering and maintenance drawings, and operational procedures to understand and blend large quantities of computer related information
  • Providing expert oversight of technical writing and editing to all phases of acquisition and technical documentation for the program, project, or contract
  • Acting as project leader for projects with complex or voluminous documentation and may provide or coordinate special documentation services, as required
  • Reviewing work products of others for compliance with technical manual NSA Data Standard (DS)-89

Qualifications

Qualifications will vary based on skill level:

  • Active TS/SCI with Polygraph is required for all skill levels
  • Years of relevant experience and education:
    • Entry level – Two (2) years or more of TW experience and an Associate degree in a technical or related discipline (Two (2) years of additional TW experience may be substituted in lieu of degree)
    • Full performance level – Four (4) years or more of TW experience and an Associate degree in a technical or related discipline (Two (2) years of additional TW experience may be substituted in lieu of degree)
    • Senior level – Six to eight (6-8) years or more of TW experience and a Bachelor's degree in a technical or related discipline (Four (4) years of additional TW experience may be substituted in lieu of degree and a Master's degree may be substituted for two (2) years of experience)
  • Experience producing defense acquisition documentation, user manuals, training manuals, and other documentation utilized by the end-user community of DoD electronic equipment and systems
  • Experience producing technical documentation for Cryptologic programs or projects developing analytic tradecraft methodologies
  • Experience applying technical manual standard NSA DS-89 to work products
  • Ability to work independently, and prepare and maintain highly complex systems, programming and operations documentation, procedures, and methods
  • Ability to prepare reports, responses, and briefings targeted to a wide range of audiences
  • Understanding basic grammar concepts
