Required Qualifications:

  • Active Secret Clearance.
  • Bachelor's Degree with a focus area in National Security, Cybersecurity, or International Relations.
  • 3+ years of relevant risk analysis experience; or 5+ years of experience supporting national security issues.
  • Strong and flexible research, analysis, writing, and editing skills to support technical, legal, and financial questions and contribute to governance documentation and reporting.
  • Strong attention to detail and organization skills.

Desired Qualifications: 

  • Active TS/SCI clearance and DHS Suitability.
  • Master's degree a plus.
  • Familiarity with Team Telecom, CFIUS, export controls, sanctions, or other related USG processes & a background in wireless comms, 5G, emergency communications networks, satellite communications and other telecommunications related fields.


Responsibilities

SPA is seeking an experienced documentation specialist, preferably with experience in the Telecommunications sector, to support the Department of Homeland Security's (DHS) participation in the Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector (also known as Team Telecom). Team Telecom is an interagency committee that advises the Federal Communications Commission (FCC) in its public interest review of national security and law enforcement concerns that may be raised by foreign participation in the U.S. telecommunications services sector.

 

The candidate will be responsible for supporting the management, tracking, and review of Team Telecom applications, to include administratively processing documents and case files relating to FCC license applications. The candidate should possess strong business analysis, writing, and editing skills to assist with documenting, recommending process improvements, and drafting program governance deliverables such as standard operating procedures, job aids, and templates. The candidate will also collect data and report on the program statistics and performance metrics to senior leadership. Additionally, the work will involve contributing to due diligence and fact-finding research in support of programmatic risk assessments as needed. The candidate will utilize open-source and classified information sources to research and report on telecommunication security issues. The candidate will convey the results of research and analysis through drafting case summaries, talking points, action memos, and other written products for senior leadership.
