Qualifications

  • Current TS/SCI, US citizen, willing to take CI Polygraph
  • Bachelor's Degree or Equivalent, plus 5-15 yrs. applicable experience in Service, CCMD, and/or Joint Capabilities and/or Requirements development to include experience with JCIDS process and requirements document development
  • Experience and understanding of cyber/network integration with the design, development and/or operations of one or more DoD space systems such as: Global Positioning System (GPS), Space Control, Space C2, Spacelift, protected and un-protected Satellite Communications
  • Familiarity with Defense Space and National Security Space and cyber integration in the areas of requirements, strategy, capabilities, analysis, architectures, programs, acquisition, and operations
  • Familiarity with civil, commercial, and international space capabilities and architectures, to include supporting cyber systems and networks
  • Familiarity with spectrum engineering and management for space and supporting terrestrial systems
  • Demonstrated ability to plan, organize, lead, and execute studies or projects and out-brief results to senior leadership
  • Demonstrated interpersonal, organizational, oral presentation and executive writing skills

Desired Qualifications:

  • Master's degree in cyber-related engineering specialty in addition to knowledge and experience of technical disciplines relevant to space, cyberspace and ISR
  • Prior experience supporting Air Force or Space Force Special Access Programs
  • 15+ years' experience in an Ops, engineering, scientific, analysis, policy or planning field related to Defense Cyber and Space integration
  • HQ USAF/USSF/SAF staff experience within the past 3 years
  • Familiarity with TMT and/or or other HQ staffing tools


Responsibilities

Job Summary:

Support integration of United States Space Force cyber capabilities with other DoD Services and other federal agencies/organizations required to implement national strategy, policy, and guidance. Research, analyze, and develop recommendations to assess and accredit emerging cybersecurity capabilities. Recommend system modernization programs including potential efficiencies and proposed changes to mission communications architecture. Provide spectrum engineering and management support for technical and regulatory issues associated with systems and networks managed and/or operated by USSF. Provide technical expertise in rapid development, acquisition, and fielding of offensive and defensive cyber capabilities to meet urgent and emergent operational needs. Provide subject matter expertise on the cyber mission area and author formal requirements documents to capture gaps in the Joint Force.

 

Duties Include:

- Interface and perform Space Force strategy and plans-related analysis and support with the Office of the Secretary of Defense, the offices of the Joint Staff, Department of the Air Force (to include the Secretary of the Air Force and Air Force Staffs), Field Commands, and other joint, Service, interagency, and international partners, as required.

- Interface and perform duties to support the development of Service policy, guidance, oversight, and priorities for the Service's cyber capability development process. Ensures Service integration with the Joint Capabilities Integration and Development System (JCIDS).

- Participate in the Joint Requirements Oversight Council (JROC) process, to include attending Functional and Joint Capabilities Boards (FCB/JCB) at customer direction as the USSF representative.

- Author, edit, review, and assess capability development products such as Initial Capabilities Documents (ICDs) and Capability Developments Documents (CDDs).

- Advise senior leadership in planning, developing, and coordinating classified activities and cyber capabilities in support of USSF's global mission.

- Study, assess, and recommend innovative technologies for further development/testing and as necessary, transition planning and support, to include rapid development, acquisition, and fielding of offensive cyber capabilities to meet urgent operational needs.

- Support the coordination of sensitive planning activities within the departmental, interagency, and Congressional arenas.

- Support long term capability development activities of programs of record.

- Support technology transition, studies, analyses, and assessments to include: CONOPs, CONEMPs, Analysis of Alternatives (AoAs), and Capability Based Assessments (CBAs).
