Required Qualifications:

  • Active Secret clearance
  • Bachelors degree in a related field, such as Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, Statistics
    • Note: 6 years' work experience may be substituted for a bachelor's degree
    • Note: Associate degree plus 4 years' work experience may be substituted for a bachelor's degree
  • Up to 3 years demonstrated experience in Scheduling for Major Acquisition Programs
  • Knowledge performing analytics and processes associated with Over Target Baseline (OTB) and Over Target Schedule (OTS) activities
  • Experience participating at Integrated Baseline Review (IBR) assessments by assisting in verifying and validating the Program Contractor's baseline (PMB), identifying risks and analyzing risk mitigation plans, analyzing the resources loaded into the technical baseline, IMP traceability, IMS horizontal and vertical integration, etc.
  • Ability and knowledge to analyze the Program Contractor's integrated master schedule to identify opportunities to improve program schedule executability
  • Ability to develop, maintain, and update summary level schedule(s) (200 to 1,000 lines) of selected SSC contracts IMS' utilizing MS Project software
  • Ability and knowledge to develop, document, and present a Schedule Risk Assessment (SRA)
  • Mentoring and training to develop Government personnel abilities to use Scheduling as a proactive, forward-looking program management tool to integrate, schedule, and technical performance of a program, and link these elements to the program's risk management process


Responsibilities

SPA's Space and Intelligence Division provides multiple organizations within the United States Space Force and Intelligence Community with timely and objective assessments and recommendations that integrate technical, operational, programmatic, policy and business analysis. We focus on key clients in the space community including the US Space Force's Space Systems Command (USSF/SSC), one of the three designated Field Commands under the space service branch. We work to provide integrated solutions based on information and communications throughout the chain of command to ensure clear and consistent analysis and recommendations that are aligned to strategic and leadership goals while still being executable by the working level technical communities.

 

The Junior Scheduling Operations Research Analyst provides the Government with the ability to develop, maintain, and update implementation guides, and standardized processes, and assist Government in developing, updating SSC policies/instructions IAW latest directives and guidance in area of Scheduling. In addition, this position requires the analysis and documentation of Program Contractor official EVM and other applicable technical data reports for compliance with the applicable EVMS directives and guidance (e.g. DIDs, Standards, policies, regulations) in area of Scheduling. Lastly, this position requires the analysis and documentation of Program Contractor cost, schedule and risk analysis including Performance Measurement Baseline (PMB) variances, trends, and IMS metrics to perform performance and predictability analysis.
