The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. SPA's NATO Allied Command Transformation Group, within JOID, provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. We have a near-term need for a Military Partnership Staff Officer (Defense Planning Integration) to provide onsite support out of Norfolk, VA. Responsibilities The Military Partnership Staff Officer will contribute directly to the activities of the Partnerships IPT/Branch. This includes the following tasks: develop and deliver briefings to senior officers and decision makers as it relates to partnerships; contribute and participate in the development of policies, directives, and process refinement related to partnerships; and directly support the Head of Partnerships IPT/Branch. Travel to meetings and conferences both within and outside NATO's boundaries for up to 30 days per year. Advise and influence internal stakeholders of the benefits and scope of partnerships, and identification and exploitation of respective opportunities. Act as lead Staff Officer for ITPP & PARP military integration efforts responsible for interpreting, analysing, reporting, planning, and advising on warfare development work or opportunities and how to best connect them to ITPPs. Analyze NATO policy and military-strategic work to develop a military multi-cycle ITPP approach as a tool to influence medium-term transformation through the ITPP; support the execution of all steps of the ITPP by providing input and subject matter expertise in the development of all products with supporting documentation with bi/multi-lateral engagements; and keep abreast of all NATO defence planning policies and NDPP-related developments to inform the development of ITPP and PARP. Qualifications Required: Master's degree in international relations, international security, international development, military studies (including military technology or operations research), foreign policy, public affairs, political science, or related discipline; or have attended a NATO or national military staff college (OF-3 level or higher) 5+ years of experience working in the field of foreign/international security/international cooperation/defence/military affairs Experience working within NATO Enterprise (preferred); or other International Organization (in a defende or security-related position); or within a national mission, delegation, or embassy to an IO (in a defense or security-related position) Demonstrate a working knowledge of NATO Partnerships or security sector reform/defense and security capacity building, defense planning, or military capability development/military applications of Operations Research Active National or NATO Secret Clearance Able to work fully onsite based on client needs
