Qualifications

Required Qualifications:

 

  • DoD TOP SECRET/SCI clearance.
  • Bachelor's degree in a technical/analytical field such as Operations Research, Applied Mathematics, or Engineering.  M.S. Degree in a similar field is preferred.
  • Minimum 15 years of relevant experience in military operations, at least 10 years assigned to a submarine. 
  • USN nuclear ballistic missile submarine (SSBN) Commanding Officer completed tour.
  • Demonstrated experience on a major SSBN shore staff, including Type Commander, Submarine Group, USSTRATCOM, SSP, or the CNO Staff.
  • Meets physical requirements for non-submarine personnel embarked on submarines (OPNAVINST 6420.1A).
  • Role will require regular CONUS travel (see Responsibilities section above).

 

Desired Qualifications: 

  • Headquarters staff assignment responsible for NWS (OSD, Joint Staff, USSTRATCOM, SSP, and/or Submarine TYCOM/Group/Squadron).
  • USN service as a submarine force major commander.
  • Classroom instructor and curriculum development experience.

 



Responsibilities

The successful candidate will support the US Navy Strategic Systems Programs (SSP) as the Qualified Civilian Instructor (QCI) for the SSBN Command Course.  This support includes program planning, training planning, and implementation support, ensuring total system integration of all Strategic Weapons System (SWS) Command and Officer training elements on SSBN-related programs.  The six-week classes convene quarterly for prospective SSBN Commanding and Executive Officers, alternating between Kings Bay, GA and Bangor, WA, and include classroom and simulator training, two weeks underway on an SSBN, and visits to SSP headquarters in Washington, D.C. and U.S. Strategic Command headquarters in Omaha, Nebraska.  In this role, the QCI will:

 

  • Work with the Trident Training Facility (TTF) staffs to develop, maintain, and deliver SSP approved curriculum;
  • Attend and participate in all classroom and laboratory instruction, leading daily wrap-up discussions to ensure topic learning objectives are met and provide command perspective;
  • Work with the Submarine Command Course PCOIs to develop the underway schedule of events, coordinate logistics, and facilitate discussions with the SSBN crew leadership and debriefs of key underway exercises and evolutions;
  • Coordinate schedules and logistics for SSP and USSTRATCOM headquarters visits, accompanying the students and providing feedback to staffs;
  • Produce written reports, obtain feedback from students, develop and track action items for continuing improvement, propose curriculum revisions at least annually; and
  • Maintain subject matter expertise by participating in working groups, periodic visits with headquarters staffs, and observing SSBN tactical readiness evaluations.

 

The QCI will also plan and execute quarterly Trident Coordination Group meetings and an annual Trident Readiness Group meeting as executive secretary on the behalf of Commander Submarine Group 9 and 10.  Responsibilities include: scheduling, coordinating topics and briefers, reviewing briefs, facilitating meetings, drafting meeting reports, and tracking and following up on all action items.
