Overview
The Vermont Department of Public Service (DPS) is seeking an experienced, flexible, and motivated Administrative Services Manager III to bring their expertise in contract and grant administration, reporting, information systems, federal grants, and related business office functions to our team.
The ideal candidate is detail-oriented, highly organized, and comfortable working both independently and collaboratively. They will possess strong interpersonal skills and enjoy working with a diverse community of professionals. Excellent written and verbal communication skills are essential.
The Department works to enhance Vermonters' quality of life, economy, and security by advancing statewide energy and telecommunications plans, advocating for the public good, and ensuring robust consumer protection.
This Administrative Services Manager will be part of the Administrative Services Division and play a key role in supporting the deployment of state and federal funding through programs that promote renewable energy generation, energy efficiency, broadband deployment, and affordability across Vermont.
Key Responsibilities:
- Review and process approval documents, grant agreements, and contracts related to program implementation.
- Support programs throughout the grant and contract lifecycle, including application development and proposal evaluation.
- Assist with monthly, quarterly, and annual reporting to meet state and federal compliance requirements.
The ideal candidate will have a familiarity with state and federal procurement and contracting processes, in addition to a working knowledge of energy efficiency, utility regulation, telecom or a related field.

This is a Limited Service position, which is non-tenured and authorized through 06/30/2027. Limited Service positions are established for specially funded projects or programs.

Minimum QualificationsBachelor's degree in accounting, business or public administration, office administration or a related field AND three (3) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
OR
Bachelor's degree in any discipline AND five (5) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
OR
Associate's degree in accounting, business or public administration, office administration or a related field AND five (5) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
OR
High School diploma AND seven (7) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
OR
One (1) year or more of experience as an Administrative Services Manager II with the State of Vermont.
Special RequirementsFor some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
