Overview

The State of Vermont's Department of Environmental Conservation (DEC) is seeking a dynamic team player to join our Contracts Team as a Contracts Specialist. The ideal candidate will be highly motivated, proactive, and skilled at multitasking under tight deadlines. A contract specialist is responsible for every phase of contract development from researching the legal regulations to negotiating the terms and preparing the print document. The selected candidate will be responsible for drafting and editing requests for proposals and contracts, communicating with vendors, and ensuring that the DEC's contracts meet all regulatory requirements.

 

An ideal contracts specialist will possess a bachelor's degree or higher in one of numerous possible fields: accounting, business administration, economics, finance, and law to name a few. Often, contracts specialists begin their careers working as paralegals before specializing in contracts. All contracts specialists are expected to have a comprehensive knowledge of procurement regulations and legal terminology.

This position, Department of Environmental Conservation Contracts Specialist - Limited Service (Job Requisition #49849), is open to all State employees and external applicants.  It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are performed in an office setting. Incumbent interacts with internal and external customers requiring professional conduct.

Minimum Qualifications

Bachelor's degree in accounting or related discipline AND one (1) year or more of experience in the review and/or administration of government contracts, grants and agreements, maintenance or construction processes, or accounting.


OR


Two years of full-time college coursework OR Associates degree in accounting or related discipline AND two (2) years or more of experience in the review and/or administration of government contracts, grants and agreements, maintenance or construction processes, or accounting.


OR


High School diploma AND four (4) years or more of experience in the review and/or administration of government contracts, grants and agreements, maintenance or construction processes, or accounting.
