Overview

The Vermont State Recovery Office, located within the Agency of Administration (AoA), has an opportunity for a Financial Manager join our team and maintain, monitor, and oversee the federally funded financial grant activities within the state. This position will be part of a dynamic team that interacts with every Agency and Department within the state.

 

This position will perform financial and administrative activities which include, but are not limited to

  • Creating and monitoring grant agreements
  • Leading the implementation of the AoA Granting Plan
  • Providing financial reconciliation for the many pandemic related federal grants

 

In addition, this position will assist in maintaining appropriate fiscal controls, follow uniform federal and state guidance, and assisting with federal and state audit requests.


The Recovery Office currently operates in a hybrid working environment, supporting remote work as well as days in which staff are in the office. Permission to participate in telework is applied for on an individual basis.

This position, Financial Manager III - Limited Service (Job Requisition #50140), is open to all State employees and external applicants. This is a Limited-Service position, which is non-tenured and authorized through June 30, 2027. Limited-Service positions are established for specially funded projects or programs.

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND three (3) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.

OR

Bachelor's degree in any discipline AND five (5) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.

OR

Associate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One years as a Financial Manager II with the State of Vermont.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
