Overview

Our Compliance Division is seeking a talented individual interested in supporting public programs through the accurate and equitable collection of Vermont taxes to join our Office Audit team! This position will be involved with analyzing taxpayer returns and records for compliance and provide education to taxpayers. The ideal candidate for this audit position will be inquisitive, have strong internal and external communication skills, digitally proficient, and a strong desire to learn new skills and software. 

 

The Compliance Division works to reduce Vermont tax account delinquencies and underpayments, help taxpayers with tax law compliance, collects taxes, creates payment plans, issues account standings, and resolves a variety of individual and organizational tax issues.  Our division creates, hosts, and circulates tax-related educational materials to help Vermonters understand and comply with their tax obligations; our goal is early intervention. The Compliance Division consists of field and desk auditors, as well as collection and support staff.

 

Examples of this position's responsibilities include:

  • Analysis and review of the most complicated taxpayer returns for proper preparation, accuracy and compliance with Vermont tax laws and regulations
  • Promptly respond to calls and correspondence from taxpayers and/or their representatives regarding their tax returns or audit assessments, providing answers and explanations that are clear, concise, and easy to understand on complex tax issues.
  • Routinely prepare assessments and other adjustments for additional taxes and may review and approve refund requests. 
  • Properly research and interpret Federal and Vermont tax law, regulations, and policies with the highest degree of difficulty to advise taxpayers of the implications of the laws and regulations to their specific situation or type of business.
  • Perform complex audits with the highest degree of difficulty and routinely examine banking records, invoices, ledgers and other common accounting records and receipts. Routinely prepare assessments and other adjustments for additional taxes and may review and approve refund requests
  • Routinely review and evaluate letters of appeal received from taxpayers, CPA's, attorneys, etc.
  • Attend and provide information at informal or formal hearings on tax delinquency matters when required. May serve as a department witness and testify at informal or formal hearings.
  • May act as a lead examiner, training and assisting other examiners with inquires and questions.
  • May analyze the capabilities of the Department's computer systems, reviews the user requirements, designs new queries, and contributes toward the resolution or correction of processing deficiencies.
  • Routinely prepare and update procedures for the Division including the procedures for the use of the division's three computer systems.

As of July 14, 2024, the step 1 rate for pay grade 21 will be $23.76 per hour.

 

Background Checks

Vermont Department of Taxes (VDT) Background Checks: This position will primarily support the Department of Taxes. Candidates must agree to be fingerprinted and pass a background check to be eligible for this position, which will involve access to sensitive federal tax information.
 
 

Telework

The Tax Department permits eligible employees to request voluntary participation in the State of Vermont telework program. Telework eligibility is determined on a case-by-case basis and is consistent with state and Department policies.

Environmental Factors

Duties are performed in a standard office setting. Workload pressure may vary over time. Some routine data entry may be required in certain positions or for certain periods. Incumbents must be able to concentrate on details and perform accurate work in the face of frequent interruptions. Human relations skills may be needed to deal with the general public. Incumbent will likely encounter stressful situations and differences of opinion with taxpayers or their representatives. There is regular pressure from continual work deadlines.

Minimum Qualifications

Licensure as a Certified Public Accountant (CPA) AND one (1) year or more of experience with accounting, finance, or business administration.

 

OR

 

Associate's degree or higher with courses in accounting, finance, business administration, taxation AND two (2) years or more of experience in accounting, auditing, or tax processing related duties.

 

OR

 

High school diploma or equivalent AND three (3) years or more of experience in accounting, auditing, or tax processing related duties.

 

OR

 

One (1) year or more as a Tax Examiner II.
