Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for Disaster Risk Reduction (DRR) and Adaptation Finance Lead position on a USAID-funded anticipated Indonesia Urban Climate Change Adaptation Activity program in Indonesia. This will be a full-time position based in Indonesia for the full life of activity (anticipated five years).

 

Position Description: The 5-year USAID-funded program seeks to help Indonesia improve its climate resilience by strengthening the capacity of the GOI and private sector to integrate climate and disaster risk management into decision-making processes, increasing the use and understanding of climate information in adaptation planning processes, assisting cities in mobilizing financing for climate-resilient infrastructure, and expanding nature-based solutions to climate change.

 

The DRR and Adaptation Finance Lead will be responsible for leading the technical design and implementation of the Project's financial resource mobilization activities. The DRR and Adaptation Finance Lead will work with municipalities, private sector actors, and community-level organizations to design and implement resilience initiatives such as climate-smart capital investment planning, the mapping of funding sources for infrastructure upgrades, the piloting and/or scaling up public-private partnerships, among others.

 

Responsibilities:

* Provide overall leadership and oversight related to financial resource mobilization for climate adaptation infrastructure and related activities;

* Lead the formulation of a comprehensive financial resilience strategy, in alignment with USAID goals, to enhance municipal actors' capacity in addressing climate change and natural hazards;

* Design and implement initiatives to strengthen the resilience of communities at the local level, such as micro-credit, banking, and insurance programs;

* Initiate and facilitate public-private dialogues on resilience, fostering collaboration, and disseminating advanced risk management practices among municipal actors;

* Conduct financial analyses for selected cities or districts to assess financial wellness;

* Provide technical assistance to local governments for mobilizing funds, exploring financing options, and ensuring the feasibility and sustainability of climate-resilient infrastructure projects;

* Pilot and scale up public-private partnerships to enhance disaster preparedness, private sector business continuity, and response capacity in target municipalities;

* Collaborate with diverse stakeholders, including government bodies, private sector entities, and civil society organizations, to ensure a comprehensive and inclusive approach to urban climate adaptation;

* Manage scopes of work and supervise subcontractors, grantees, short-term technical assistance related to climate adaptation finance; and

* Support monitoring and evaluation mechanisms to assess the impact and effectiveness of financial resilience initiatives. 

Qualifications:

* Minimum of a master's degree in finance, economics, environmental management, international development, or a related field;

* A minimum of 7 years of experience in climate finance, urban resilience, or related fields;

* Strong understanding of financial analysis, municipal finance, and infrastructure financing;

* Proven experience in designing and implementing community-level interventions;

* Familiarity with Indonesian urban context;

* Prior experience working on USAID-funded development programs in Indonesia is strongly preferred;

* Fluency in English is required. Proficiency in Bahasa Indonesia is a plus; and

* Indonesian nationals are strongly encouraged to apply.
