Project Summary:

The Rapid Response Activity is anticipated to be a two-year project that seeks to improve stability in conflict affected areas, particularly the northern West Bank. It aims to alleviate grievances, to strengthen communities' abilities to withstand shocks and stressors, and to provide opportunities for youth impacted by violence and conflict. Managed under the GISR MENA mechanism, the activity will operate to respond to immediate and emergent needs, to improve short-term stability in specific geographic areas that have recently emerged as flashpoints.

Position Summary:

The Accountant will fully support overall accounting, processing financial transactions, and reporting functions for the project to ensure compliance with the terms of the agreement. This includes coordinating with the relevant MSI Headquarters (HQ) colleagues. This position will report to the Finance and Administration Manager (FAM) and will be based in Ramallah.

 

Responsibilities:

  • Manage the payment process for program, including input, tracking, and maintenance of project accounting transactions and monitoring of advances through QuickBooks,
  • Maintain and manage field accounts, under the direction of the FAM.
  • Work with the FAM to ensure that USAID rules and regulations in financial management are followed.
  • Manage project bank accounts, reconcile monthly accounts, and bank statements.
  • Review vouchers and payment requests, including proper back-up documentation for local payments, ensuring compliance with MSI and USAID policies, procedures, rules, and regulations.
  • Work in conjunction with MSI HQ counting department to assist with client voucher development or other project financial reporting.
  • Maintain complete and accurate financial records for project financial reporting.
  • Complete other responsibilities that will be assigned as appropriate.

 

Qualifications:

  • Bachelor's degree in in accounting or relevant field required. 
  • Minimum three years of working experience in the accounting/finance field required.
  • Experience working for a USAID project is preferred.
  • Experience in accounting for similar projects financed by donors is preferred.
  • Knowledge of USAID financial management-related rules and regulations and reporting preferred.
  • Understanding of the principles of adequate documentation and audit, and of the procedures necessary to ensure audit compliance required.
  • Proficiency in Microsoft Excel required.
  • Working knowledge of accounting software such as QuickBooks is required.
  • Strong multi-tasking, organizational, problem solving, time management, interpersonal, service-oriented, and communication skills required.
  • Fluency in Arabic and proficiency in English required.
