Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.

 Position responsibilities 

Tetra Tech has an opportunity for a suitable candidate to lead SPARC activities under Component 2: Improved Demand-Side Management. Under Component 2, SPARC will mobilize energy efficiency investments in the commercial and industrial sectors and support initiatives that reduce energy consumption through conservation and technological advancements that will lead to lower costs for all energy consumers. SPARC will also seek to facilitate at least $1 billion in demand-side management investments, primarily from the private sector. Successful candidates must either be based in or be we willing to relocate to Kyiv, Ukraine.  Position responsibilities 

  • Lead implementation all activities under Component 2
  • Provide inputs to progress reports, annual workplans, and monitoring reports and any other contents related to Component 2 as required by the Technical Project Lead
  • Manage deputy leads and oversee other staff and subcontractors contributing to Component 2
  • Manage activities related to NECP sectoral analyses and action plans for industries and municipal utilities
  • Manage teams that will perform on-site work, analytical studies, and investment facilitation concerning energy efficiency in industries and municipal utilities
  • Coordinate with Component Leads and Special Advisory Services Director on overall work planning and specific tasks
  • Coordinate engagement with donors and financiers
  • Lead the design and delivery of capacity-building to national stakeholders and represent SPARC in conferences, workshops, and other events
  • Provide input to SPARC procurement team as needed
  • Other duties as assigned

 Minimum qualifications

  • Master's degree or a Bachelor's degree with equivalent combination of experience and education in engineering, business administration, economics, finance, policy, or a related field
  • At least 10 years of experience in the energy sector.
  •  At least 5 years of experience in managerial positions within large, complex energy-related projects
  • Experience in preparation of energy efficiency investment projects for municipal utilities and/or industries
  • Sound knowledge of the EU and EnC regulations and the political and economic context of the energy sector in Ukraine
  • Demonstrated experience facilitating donor coordination and stakeholder participation
  • Experience supervising, managing, and motivating large teams from diverse backgrounds and skill sets
  • Excellent written and verbal communication
  • Fluency in English

 Valued qualifications

  • Fluency in Ukrainian or Russian
  • Strong organization/analytical skills; experience working with detailed technical data and reports
  • Knowledge of project management procedures and tools
  • Experience working on USAID or other donor-funded projects

  • Deputy Component Leads of Component 2: Improved Demand-Side Management 

  Physical demands & work environment

  • Travel within Ukraine and abroad may be required. The role requires presence in SPARC's office in Kyiv
