The Program
The Country Coordinator will work as part of the MAP SU Transnational Crime (TNC) team to provide technical advice that reflects international best practice across all levels of program implementation. MAP-TNC aims to build deeper and stronger cooperation between Australia and Mekong countries to address transnational crime, specifically illicit drug trafficking, child sexual exploitation and financial crimes. Desired end of program outcomes is that Mekong subregion partners better prevent and counter targeted transnational crimes. This includes working with Australian Government Agencies (AGAs) to guide activity design, planning and reporting; liaising with regional DFAT partners including GITOC and other DFAT funded programs in the region; understanding and tracking TNC trends and Mekong government responses; and identifying and where appropriate, encouraging opportunities to facilitate regional responses to TNC threats.
The opportunity
The Country Coordinator is responsible for delivery and coordination of enabling services to support the TNC team in the MAP SU, and AGA technical experts, to deliver a multi-year program of TNC activities led by DFAT and AGAs within Vietnam. This role supports DFAT and AGA's to maintain key strategic relationships within relevant government departments and other stakeholders in the country.
You will be the key point of contact for all activities based in Vietnam, facilitating logistics, local procurements and practical arrangements, and supporting activities to ensure high quality delivery of services. From time to time the Country Coordinator may also be requested to support activities in the country/ region associated with delivery of other Support Unit responsibilities.
Your Role:
- Manage and support delivery of services in country to deliver commitments of the Annual Work Plan and Budget, with a focus on value for money, quality, reliability and responsiveness.
- Work closely with DFAT posts and Australian Government Agencies (AGAs) to facilitate program delivery in country and by establishing trust and maintaining confidence in enabling services.
- Support AGAs with knowledge of the political and operational environment in Vietnam to effectively deliver their activities, aligned to Government regulations, policies, and protocols.
- Actively engage and contrubute to the delivery of the TNC Annual Work Plan (as part of the Support Unit Annual Work Plan and Budget) including, if required, facilitation of engagements with local stakeholders to drive evidence-based planning and adaption.
- Actively promote strong risk awareness relevant to the Support Unit broadly, and TNC specifically, and contribute to maintaining and updating the TNC Risk Register and development of activity level risk assessments. Identify and report actual or potential or real risks to the Team Leader.
About You:
You demonstrate strong interpersonal skills that enable you to effectively influence others and build trust within your team and with external stakeholders. You actively promote a collaborative and positive culture by fostering constructive ways of working, ensuring timely communication, and sharing information openly. Your ability to establish and maintain working relationships with diverse stakeholders—including partner country governments, key organizational partners, and related programs—reflects your understanding of the local and regional social, economic, and political contexts, especially concerning transnational crime issues in Mekong countries. Additionally, you show a high level of independence in your work, contributing proactively to team activities and meetings, and supporting a cohesive and productive working environment.
You will possess:
- Graduate (or Post Graduate) qualification in a relevant field, such as international relations, business administration, law and justice
- Relevant coordination experience within government capacity development strongly preferred.
- Experience working as part of a regional international development program with responsibility for country level activities.
- Demonstrated experience building and fostering sustainable public, private and civil society coalitions to identify and address challenges.
- Experience in annual planning and implementation of country level plans and activities.
- Experience with or ability to gain sound understanding of data collection and analysis that contribute to program level learning and adaptation.
