Proposal Summary: 

MSI is pursuing the anticipated INL/Mexico Investigations and Analysis Course Training Delivery, Mexico. Working in close coordination with INL/Mexico, the activity will offer an integrated training for Mexican Federal and State criminal investigators and crime analysts to improve their knowledge and skills and ensure high-quality performance during the investigation of high-impact crimes, such as homicides, narcotics trafficking, or other crimes related to transnational criminal organizations (TCOs).

 

Position Summary: 

MSI is seeking an instructor to teach a course on criminal investigations for the government of Mexico (GOM) state and federal criminal investigators. This activity will strengthen the capacity of security and justice sectors to reduce impunity for crime and protect human rights in the country. The course will consist of eighteen (18) in-person sessions, across one year (approximately from Oct 2024 – Oct 2025), with about (thirty-five) 35 participants (total number of sessions, course length, and course materials are subject to change by INL) It will be based on INL's furnished curriculum. This will be a full-time position and the location is TBD. This position is contingent upon award.

Responsibilities: 

  • Teach two sessions per month, for an approximate 18 sessions total, for a total of 90 hours.
  • Set up class materials and training equipment at least 45 mins prior to the start of each training.
  • Remain one hour after the training is completed and handle any administrative issues or paperwork that is required by INL including the course evaluation.
  • Be present for a schedule starting at 8:00am to 6:00pm Monday through Friday with 1 hour lunch break. 
  • Teach the courses according to the manuals provided by INL.
  • Provide edits and suggestions to INL's course materials. 

 

Minimum Qualifications: 

  • Vetted Mexican national.
  • Current or former background in federal, state, or local law enforcement special agents, intelligence specialists, police officers, task force agents/officers, or legal experts with law enforcement background.
  • Preferred training certifications recognized by the Government of Mexico
  • At least one (1) year of teaching experience the new Mexican judicial system and its implementations.
  • Professional law enforcement or judicial experience. 
  • Demonstrated ability to improvise, adapt, and persevere in a fluid environment, and under challenging circumstances.
  • Demonstrated ability to communicate with high-ranking government officials in diplomatic and/or law enforcement environments.
  • Demonstrated experience in using management, interpersonal, and communications skills in a team environment, and professional law enforcement setting is preferred.
  • Military police, military intelligence, or intelligence community experience alone shall not qualify for police experience for the candidate.
  • Course will be delivered in Spanish.
  • Fluency in written and spoken English and Spanish required. 

 

Additional Qualifications: 

  • Bachelor's or master's degree in international relations, law, criminal justice, law enforcement, or related field.
  • A combination of ten (10) years of experience in the Mexican Criminal justice system working as a criminal analyst at the Federal or State level, with a minimum of five (5) years' experience actively participating in high-impact criminal investigations and trials under the Mexican accusatorial criminal justice system.
  • Practical experience leading or participating in active criminal investigations of high-impact crimes, such as obtaining and executing warrants, conducting interviews, wire intercepts, etc.
  • Previous experience as an instructor, ideally in criminal analysis or related discipline.
  • Communication skills, both verbal and written, to effectively convey complex concepts and engage students in the learning process.
  • The ability to generate comprehensive reports on student performance, including assessments of comprehension, progress, and areas for improvement.
