Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission's staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting (CLA); and monitoring and evaluation of the health portfolio.

Position Summary:

The Deputy Chief of Party (DCOP) will provide administrative and technical oversight on activities, coordinate resources among project teams, manage work plan and flow of activities between offices, oversee STTA hiring and local partners, and act as project security focal point. The DCOP will serve as the secondary point of contact with MSI Headquarters (HQ) and Project Management Team, managing day-to-day activity implementation and handling contract-related management matters. This position will report to the Chief of Party (COP).

 

Responsibilities:

  • Work closely with and at the direction of the COP to support the goals and objectives of PIMMELA.
  • Coordinate resources and assignments across jurisdictions to reduce the burden on the COP and USAID counterparts.
  • Maintain a detailed tracker aligned with the project work plan to ensure that each assignment is adequately resourced.
  • Project for future short-term technical assignments and services that PIMMELA will require from local partners to ensure that procurement and recruitment efforts are timely.
  • Coordinate closely with the COP to note the status of assignments, thereby proactively highlighting any issues or projected delays to the COP.
  • Host regular coordination meetings with country offices and component teams.
  • Coordinate with other members of the project team and MSI HQ on administrative and technical activities, as needed.
  • Oversee PIMMELA's local partners and manage tasks against the work plan to ensure the simultaneous assignments different teams carry out run smoothly.
  • Work with the Director of Finance and Administration (DFA) and Component Leads to issue requests for proposal and select firms for assignments that require services within the project scope.
  • Maintain active and productive relationships and ongoing consultations with USAID IP representatives, government officials, and local authorities.
  • Support the design of monitoring, research methodologies, and data collection instruments for activities.
  • Manage the efforts to ensure data quality and that the associated collection methodologies are consistent with the technical design requirements of the project and best practices.
  • Work with Component Leads to develop frameworks and approaches for the analysis of collected data and perform analysis as required.
  • Work with management and support staff to draft informative and user-friendly reports and presentations for USAID and PIMMELA stakeholders.
  • Provide support to and lead the production of high-quality services within the scope of the project when necessary.
  • Work with the technical teams to ensure timely delivery of deliverables including but not limited to site visits and performance reports.
  • Liaise with USAID and IPs at the direction of the COP.
  • Supervise subcontractors and ensure all subcontractor staff have been recruited and trained in accordance with project requirements.
  • Perform quality assurance assessments and verification of collected data and subcontractor deliverables.
  • Contribute to the production of presentations and facilitate the PIMMELA Learning Events with USAID and IPs.
  • Support the COP with supervising the project technical team and providing leadership and guidance to staff members.
  • Motivate staff to perform effectively toward project objectives, through communication, team building incentives, and responsiveness.
  • Assist in the recruitment and supervision of short-term U.S., third country, and local experts.
  • Supervise staff in country offices and evaluate performance accordingly.
  • Ensure high quality results and deliverables in fulfilling the contract objectives and requirements.
  • Perform other duties as assigned by the COP.

 

Qualifications:

  • Bachelor's degree economics, statistics, nutrition, social sciences, public health, or any related field required. Master's degree preferred.
  • Minimum seven years of progressive technical and managerial experience supporting programs related to Monitoring, Evaluation, Research, Reporting, Learning, Analysis and Adapting (MERRLAA) required.
  • Minimum five years of experience managing teams working on data collection, analysis, and reporting required.
  • Experience conducting quantitative and qualitative field research required.
  • Experience supervising, including technical and administrative management of subcontractors required.
  • Experience working on MEL programs in the PIMMELA coverage region is highly preferred.
  • Familiarity with issues related to the implementation and delivery of services in the Philippines, Pacific Islands and Mongolia preferred.
  • Ability to oversee quality control on work products required.
  • Ability to work and travel to multi-cultural environments and build effective working relationships with clients, subcontractors, partners, and colleagues required.
  • Ability to work in a fast-paced environment while remaining flexible, positive, and approachable. 
  • Strong oral and written communication, analytical, interpersonal, attention to detail, organizational, and team management skills required.
  • Professional English capability required, both written and verbal required.
