Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.

 Position responsibilities 

Tetra Tech will mobilize energy efficiency investments in the commercial and industrial sectors and support initiatives that reduce energy consumption through conservation and technological advancements that will ultimately lead to lower costs for all energy consumers. Tetra Tech will seek to facilitate at least $1 billion in demand-side management investments, primarily from the private sector.

 

Tetra Tech has an opportunity for a suitable candidate to serve as Deputy Lead, Industrial Energy Efficiency under SPARC. The Deputy Lead, Industrial Energy Efficiency will oversee a multidisciplinary team of experts and develop energy efficiency interventions in the commercial and industrial sector.  Successful candidates must either be based in or be we willing to relocate to Kyiv, Ukraine.  Position responsibilities 

  • Work closely with the Component 2 Lead and the Strategic Advisor on Energy Efficiency on the implementation and monitoring of activities concerning industrial energy efficiency
  • Support the Component 2 Lead on progress reports, annual workplans and MELP
  • Coordinate subcontractors and other technical experts for the implementation of activities under Component 2 concerning industries
  • Coordinate technical inputs for the industrial EE action plan
  • Lead on-site technical work and analytical studies concerning energy efficiency in industries
  • Support engagement with donors and other financiers
  • Support the design and delivery of capacity-building to national stakeholders
  • Provide training and represent SPARC in conferences, workshops, and other events

 Minimum qualifications

  • Master's degree or a bachelor's degree with equivalent combination of experience and education in engineering, economics, finance, or a related field
  • At least 8 years of experience in the energy sector
  • At least 3 years of experience with assessment and preparation of energy efficiency projects for industries
  • Sound experience on industrial energy audits and techno-economic studies for industrial EE measures
  • Experience in industrial energy management
  • Sound knowledge of EU and national regulations on industrial EE
  • Demonstrated experience on IFI financing of energy efficiency projects
  • Experience supervising, managing, and motivating large teams from diverse backgrounds and skill sets
  • Excellent written and verbal communication
  • Fluency in English

 Valued qualifications

  • Fluency in Ukrainian or Russian
  • Strong organization/analytical skills; experience working with detailed technical data and reports
  • Accreditation on energy audits and/or energy management standards
  • Knowledge of process-related best practices on EE
  • Experience working on USAID or other donor-funded projects

 Line management responsibility

  • SPARC personnel working on industrial energy efficiency such as process specialists, energy management experts, finance, and carbon management specialists. 

    Physical demands & work environment

  • Travel within Ukraine and abroad may be required. The role requires presence in SPARC's office in Kyiv and can involve hybrid work in accordance with Tetra Tech policies and at the discretion of SPARC's Chief of Party.
