Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.

 Position responsibilities 

Tetra Tech has an opportunity for a suitable candidate for the role of Deputy Lead, Municipal Utilities. The Deputy Lead, Municipal Utilities will oversee a multidisciplinary team of experts and develop energy efficiency interventions in the municipal utilities sector. Successful candidates must either be based in or be we willing to relocate to Kyiv, Ukraine. Learn more about the here.

 Position responsibilities 

  • Work closely with the Component 2 Lead and the Strategic Advisor on Energy Efficiency on the implementation and monitoring of activities concerning energy efficiency in municipal utilities (covering DH, water supply, wastewater, etc.)
  • Support the Component 2 Lead on progress reports, annual workplans and MELP related to activities concerning municipal utilities
  • Coordinate with subcontractors and other technical experts on the implementation of activities under Component 2 concerning municipal utilities
  • Manage technical inputs for the municipal utilities EE action plan
  • Lead on-site technical work, studies, and investment planning related to energy efficiency in municipal utilities
  • Support engagement with Ministries, SAEE, and other stakeholders, donors, and financiers
  • Support the design and delivery capacity-building to national stakeholders;
  • Represent SPARC in conferences, workshops, and other events.

 Minimum qualifications

  • Master's degree or a bachelor's degree with equivalent combination of experience and education in engineering, business administration, finance, or a related field
  • At least 8 years of experience in the energy sector
  • At least 3 years of experience on sustainable energy for municipal utilities, including heating and/or water supply systems
  • Experience on design of policies and legislation on reforms in heating and/or other municipal utilities services
  • Sound knowledge of EU and national regulations on energy efficiency
  • Experience supervising, managing, and motivating large teams from diverse backgrounds and skill sets
  • Excellent written and verbal communication
  • Fluency in English 

 Valued qualifications

  •        Fluency in Ukrainian or Russian
  •        Strong organization/analytical skills; experience working with detailed technical data and reports
  •        Experience with IFI financing of energy efficiency projects in municipal utilities
  •        Experience working on USAID or other donor-funded projects

 Line management responsibility

  • SPARC personnel working on  municipal utilities' energy efficiency such as cogeneration and district heating experts, municipal energy management and  finance experts, water and wastewater energy efficiency specialists.

    Physical demands & work environment

  • Travel within Ukraine and abroad may be required. The role requires presence in SPARC's office in Kyiv and can involve hybrid work in accordance with Tetra Tech policies and at the discretion of SPARC's Chief of Party.
