Your Role:

Tetra Tech is seeking a Deputy Director to support the capture of new business from the U.S. EPA market.  Tetra Tech has a 40-year history of providing environmental and technical services to numerous U.S. EPA programs and already maintains a robust portfolio of contracts with the federal agency. The position reports directly to Tetra Tech's Director for EPA Programs and will develop and support business development strategies for ensuring year-over-year growth.  The successful candidate will work closely with the EPA Marketing Director and other key managers to support all aspects of federal contract capture covering a multi-year pipeline of opportunities, including identifying opportunities, conducting market and competitor analyses, supporting bid decisions, formulating bid strategies, participating on capture teams, coordinating and tracking activities to implement those strategies, and coordinating responses to solicitations and other marketing opportunities. Business development strategies cover capturing new EPA contracts, recompeting existing contracts, capturing task order competitions on multiple award contract, marketing initiatives that target new programs and clients, and other strategies to expand Tetra Tech's support to the U.S. EPA. The market sector covers programs and initiatives across the U.S. EPA organization including EPA headquarters, regional, and research and development offices. Responsibilities for this position include:

  • Support an active pipeline of EPA contract opportunities by leveraging client contacts, monitoring federal forecasts and resources; and maintaining tracking reports of bid prospects and opportunities;
  • Grow Tetra Tech's EPA hazardous waste remedial and response contracts, including EPA's Remedial Action Framework contracts (ESO, DES, RES)
  • Support contract capture planning activities, including supporting capture teams, scheduling and participating in capture meetings; tracking action items; conducting research on contracts, programs, clients, and competitors; and setting up and maintaining online sites for the EPA market and individual opportunities.
  • Support preparing responses to sources sought and requests for information in coordination with Tetra Tech's Marketing Director, Proposal Director, and other opportunity-specific leads.
  • Support identifying, researching, and engaging potential partners and supporting small business partnership initiatives.
  • Support proposal development including participating on proposal teams, collecting information for proposal content, writing draft sections, coordinating proposal reviews, and maintaining Teams sites used for individual bids.
  • Support EPA marketing initiatives, including supporting or leading teams to market specific clients or services, coordinating with multiple operating units within the company, developing and tailoring marketing materials for target clients and opportunities, and participating in meetings and giving presentations.
  • Support monitoring task order opportunities and outcomes on multiple award contracts, supporting competitor analysis, researching online federal contract resources, maintaining tracking reports, and supporting analysis and initiatives to improve competitiveness. 

Qualifications:

  • Minimum 10 years of federal government consulting experience including experience consulting to the US Environmental Protection Agency
  • Demonstrated experience in the federal procurement process and responding to government requests, requests for proposals, and Brooks Bill procurements (SF330 requirements), including proposal writing.
  • Advanced knowledge of the U.S. EPA organization, programs, initiatives and resources, and major contract vehicles.
  • Knowledge and familiarity with EPA hazardous waste remedial and response contracts, including EPA's Remedial Action Framework contracts (ESO, DES, RES)
  • Demonstrated experience in proposal writing, development of marketing materials, and excellent communication skills
  • Strong organizational skills and attention to detail

Education and Certifications:

Minimum B.A. or B.S. degree

Physical Demands:

Candidate must be able to sit or stand at a desk/computer in an office environment for office-based tasks

Work Environment:

Primarily an office work environment. Domestic travel may be required to participate in meetings or conferences. Routine, local travel for in-person meetings expected.
