Project Summary:

MSI was awarded the Teaching and Learning for Education Excellence in the Middle East (TALEEM) activity in October 2022. Over its five-year period (2022-2027), TALEEM will conduct various multi-country research, training, and analytical support activities to advance student learning and success in the Middle East and North Africa (MENA). The Information and Communication Technology (ICT) Talent Development Initiative task seeks to sponsor ICT networking certificates, lab equipment, software and technology at universities and ministries as well as provide ICT curriculum development through massive open online courses (MOOCs) using open standards. The primary focus is MENA higher education ICT engineering departments, professors, Ministry of Higher Education ICT curriculum staff, and talented ICT students.

Position Summary:

The Digital Education Activity Manager will be responsible for planning, implementing, and monitoring project activities related to grants for delivering ICT equipment, software, and course development at local public universities. The Digital Education Activity Manager will serve as a liaison for the ICT activities with public universities, the Ministry of Higher Education, other relevant ministries of digital transformation, and other local stakeholders. The position will be on a part-time basis, estimated at nine days per month for up to two years. The Digital Education Activity Manager will report to the Senior Technical Advisor for TALEEM.

 

Responsibilities:

  • Participate in developing and managing the country-level project plans for ICT talent activities in collaboration with selected public universities.
  • Work with the USAID country office, the Ministry of Higher Education, other relevant ministries, relevant stakeholders, and TALEEM to set up criteria for selecting universities that will work with the project.
  • Engage local representatives of U.S.-based private sector partners to build support and cooperation to advance project objectives.
  • Support ICT mapping and needs assessments in Jordan, focusing on gaps in industry leading certificates tailored to the Jordanian context.
  • Work as a liaison with the Ministry of Higher Education, other relevant ministries, and public universities to facilitate the implementation of project activities.
  • Monitor implementation of grant activities.
  • Communicate regularly with the TALEEM team.
  • Support foreign government officials during study tours and learning exchanges.

 

Qualifications:

  • Master's degree in computer science, information technology, or a related field required.
  • Minimum 10 years of relevant experience required.
  • Experience in U.S.-based certificate programs required, such as IBM certifications, Google certificates, Microsoft certificates, Cisco certificates, Coursera certificates, Power BI and Talent, and Microsoft Dynamics – 360.
  • Experience in the higher education sector required.
  • Experience in ICT equipment procurement preferred.
  • Familiarity with USAID project implementation required.
  • Strong understanding of ICT concepts, training, and technologies required.
  • Strong understanding of project management, grant management, communication, and higher education.
  • Strong communication and interpersonal skills required.
  • Ability to work independently and as part of a team required.
  • Ability to meet deadlines and work under pressure required.
  • Ability to plan and manage timely and high-quality education research tasks preferred.
  • Oral and written fluency in Arabic and English required.
