Project Summary:

The Government of Egypt (GOE) envisions improved government efficiency and transparency through increased automation and e-services, human development and staff training for judges, senior court management and clerical staff, social inclusion, and the development of systems as laid out in its Vision 2030 Sustainable Development Strategy. To support that vision, MSI is implementing the USAID-funded Economic Courts Activity (ECA), a five-year program that works in eight Egyptian governorates: Cairo, Alexandria, Ismailia, Tanta, Mansoura, Beni Suef, Assiut and Qena.

Position Summary:

The Digital Transformation Advisor will serve as a senior technical advisor to the ECA Chief of Party (COP), encouraging the integration of project interventions for the benefit of the Economic Courts with the overall strategy of the GOE and the priorities of the Egyptian Ministry of Communications and Information Technology (MCIT).

 

Responsibilities:

  • Identify strategic opportunities for greater integration between the systems and programs developed by or in use by the two ministries. 
  • Promote technological solutions that address the real needs of the lawyers, litigants, investors, and citizens who bring cases before the Economic Courts.
  • Eliminate redundancies between the activities of the project and that of other donor-supported projects and the ministries themselves.
  • Enhance cooperation between the MOJ and MCIT as regards digital transformation, the speedy disposition of cases before the Economic Courts, and foreign direct investment.
  • Support the cooperation within and between ECA team members and their counterparts within the MOJ and MCIT.
  • Provide technical inputs to solicitations and procurements of technical inputs or services from project vendors and subcontractors to define Scopes of Work for the implementation of mutually agreed interventions on behalf of the Economic Courts.
  • Suggest capacity building and professional development trainings for MOJ and MCIT officials and staff to increase the sustainability of project interventions once ECA comes to an end.
  • Articulate the needs of the ministries beyond the period of performance of ECA.

 

Qualifications:

  • Bachelor's degree in IT or related field is required. Master's degree in IT or related field is preferred.
  • Minimum 15 years of experience in information technology (IT) is required.
  • Experience in a senior technical leadership role on an international donor-funded project is preferred.
  • Experience reviewing and interpreting data management and software is preferred.
  • Working knowledge of data management systems and IT systems is preferred.
  • Proficient in IT and digital transformation is preferred.
  • Strong leadership, interpersonal, analytical, and problem-solving skills are preferred.
  • Strong written and verbal communication skill are required.
  • Fluency in Arabic and English is required.
