Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines, 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to the USAID Missions within the geographic area of coverage. Presently, PIMMELA is working with the USAID Bureau of Humanitarian Assistance (BHA) in the conduct of its “Learning, Reflecting and Moving Forward (LRMF) Study”. The study aims to (a) clearly document key disaster risk reduction (DRR) strategies adopted by USAID implementing partners (IPs) in the Philippines from 2015 to 2022, including a review of key results achieved, lessons learned, and critical beneficiary feedback; and to (b) provide objectively verifiable data to inform future BHA priorities and approaches.

Position Summary:

The Disaster Risk Reduction and Management (DRRM) Consultants who will enhance a desk review report about BHA DRR projects. The DRRM Consultants will help conduct a beneficiary feedback survey and identify the most relevant interventions and results and help facilitate a co-creation workshop to identify possible programming options for BHA, relevant Philippine Government agencies, and key stakeholders.

 

Responsibilities:

  • Review the current version of the Desk Review report, and based on the reviewed information, write a sufficient synthesis and substantive recommendations related to the design of future DRR projects of USAID BHA.
  • Submit a presentation and a first draft of the enhanced Desk Review report containing the key aspects, synthesis, and recommendations.
  • Revise and resubmit the final enhanced report on the designated deadline based on feedback received from USAID and PIMMELA.
  • Participate in a workshop with BHA and the IPs to validate and further enrich the Desk Review report by discussing the top accomplishments, key issues and challenges, and lessons learned of the IPs.
  • Provide inputs to the PIMMELA data collection partner regarding methodology and workplan for the beneficiary feedback survey after a review of the Desk Review report and the workshop report.
  • Summarize and evaluate primary survey data collected from beneficiaries of BHA-supported DRR projects and determine the most relevant interventions implemented by IPs that achieved the most important results.
  • Submit a presentation and a first draft of the Phase 2 report containing the key findings, conclusions, and recommendations of the beneficiary feedback survey.
  • Revise and resubmit the final Phase 2 report on the designated deadline based on feedback received from USAID and PIMMELA.
  • Co-facilitate and provide technical inputs and insights in a workshop with USAID BHA, relevant Philippine Government agencies, and the IPs, to look at disaster trends and emerging threats and opportunities in the country and identify possible programming options for USAID BHA.
  • Provide inputs and insights in an internal USAID discussion after the workshop, to reflect on key learnings and programming recommendations, and identify possible programming next steps for USAID BHA
  • Provide inputs to the Phase 3 report of PIMMELA.

 

Qualifications:

  • Bachelor's degree in disaster risk management, social welfare and community development, climate studies, environmental science, engineering, or a discipline relevant to disaster risk management is required.
  • Minimum five years of experience in DRRM work is required.
  • Experience in DRR work with international development organizations or international NGOs is required.
  • Ability to write clear, concise, and complete written works.
  • Proficiency in using Microsoft Office applications and other relevant software for writing and reporting is required.
  • Fluency in written and verbal English is required.
