Tuvalu Australia Partnership for Quality Education (TAPQE) – The Program
Tuvalu Australia Partnership for Quality Education (TAPQE) is administered by Department of Foreign Affairs and Trade (DFAT). TAPQE aims to strengthen education sector performance and Australia's Pacific relationships, driving shared prosperity and progress. TAPQE has a focus on stronger literacy and numeracy outcomes; more equitable and relevant education pathways; and more inclusive, evidence-based and efficient government systems. The program creates opportunities for shared learning and solutions, requiring unique approaches to effectively address local challenges within resource constrained environments The program is tailored to the local cultural context and government priorities – through Tuvalu's Ministry of Education and Human Resource Development (MEHRD) – and stakeholders, including teachers, school and community leaders, and parents.
The Role
The Education Management Information Systems Adviser will support Tuvalu's Ministry of Education in developing and managing the Tuvalu Education Management Information System (TEMIS). This role focuses on enhancing data collection, management, and reporting, including offline options for schools without internet access. In close collaboration with the MERL & TEMIS Officer, the adviser will ensure TEMIS provides comprehensive, up-to-date records across various indicators and delivers reports aligned with DFAT requirements, playing a crucial role in improving education planning and monitoring.
Key responsibilities
- Provide expert technical guidance and ensure quality in EMIS implementation.
- Manage EMIS reporting for effective monitoring and data use.
- Advise on offline EMIS solutions for schools without internet access.
- Ensure strong data governance aligning with MEHRD, DFAT, and program needs.
- Build collaborative relationships with Tuvalu stakeholders and government teams.
- Lead training and workshops to empower staff in EMIS best practices and tools.
- Work side-by-side with the MERL & TEMIS Officer to co-develop user guides, training materials and mentoring plans.
Selection criteria
- Tertiary qualification with strong data system experience.
- Skilled in education data management and MIS reporting.
- Knowledgeable in data security and statistical analysis.
- Experienced in Pacific education, especially Tuvalu.
- Able to create clear reports for diverse stakeholders.
- Strong relationship-building in cross-cultural settings.
- Skilled in delivering training and capacity building.
- Excellent communicator with teamwork and problem-solving skills.
