The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by Tetra Tech, a leading consulting firm based in the United States. 

USAID ESP mission is to enhance Ukraine's energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine's energy supply. This will help to support the country's economic development and sustain its democracy. Tetra Tech is working closely with the Government of Ukraine to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. This project is currently in the fifth year of implementation and will run through June 2025.

Position summary & job purpose: 

Tetra Tech has an opportunity for a(n) Electricity Market Integration Expert independent consultant to support ESP's overall mission to enhance Ukraine's energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine's energy supply. The Electricity Market Integration Expert will help to facilitate electricity market integration between Ukraine and the EU countries as well as with Moldova. This is a short-term independent consultancy engagement estimated to be about 182 days with the possibility of extension for another term. This position will be reporting to ESP's Senior Electricity Regulatory Manager.  Finalization of the consultant agreement is subject to USAID approval. Learn more about ESP here. 

Scope: 

  • Advise on development and implementation of roadmaps and action plans on Day-Ahead Market and Intra-day Market coupling, joint cross-border capacity allocation, Balancing Market and Ancillary Services Market integration to Europe. 
  • Facilitate coordination of ESP`s activities on electricity market integration with the Ministry of Energy, NEURC, Market Operator, Ukrenergo (and any other related entities/authorities) toward the integration of Ukrainian electricity markets with the EU and Moldova. 
  • Support the implementation of the EU energy acquis on electricity related components in Ukraine's primary and secondary legislation. 
  • Review and assess the primary and secondary legislation (drafts prepared by the respective authorities and current legislation) related to electricity market integration, provide comments and recommendations on gaps` mitigation to ensure compliance with the EU acquis and best practices. 
  • Support preparation of conferences, seminars, workshops and other meetings as needed. 
  • Interact and maintain successful relationships with counterparts, other ESP employees, and subcontractors. 
  • Support capacity building events and knowledge management activities.

 Minimum qualifications: 

  • 10 years' experience related to the electricity market reform and development. 
  • Theoretical and practical knowledge and experience in promoting and facilitating electricity market reform and integration in EU and/or Energy Community contracting members. 
  • Able to produce and revise reports and assessments. 
  • Proficient in office computer applications (Microsoft Word, Outlook, Excel, PowerPoint, etc.). 
  • Proficiency in English (written, read, spoken, and heard). 

Preferred qualifications: 

  • Results focused with the ability to meet commitments & deadlines. 
  • Highly organized with excellent attention to details. 
  • Proficiency in Ukrainian. 
  • Understanding of the specifics of Ukrainian electricity market and legislation. 
  • Strong understanding of the EU electricity market, regulations, current design, and trends.
