The Opportunity:

Tetra Tech, a global leader in high end consulting services, is seeking an Energy and Water Resilience Manager to provide direct consulting support for the Office of the Deputy Assistant Secretary of the Air Force (Energy and Environment). The position will provide vital technical support, task leadership, and policy formulation related to energy and water resilience challenges facing Air Force and Space Force installations. The role also includes collaboration and occasional program support to the Director of Air Force Partnerships and Encroachment Risk Management.

Responsibilities:

To perform this job successfully, the individual must be able to perform each essential duty satisfactorily. The successful candidate will:  
•    Plan and develop deliverables in compliance with Department of Defense (DoD), federal, state, and local statutes, regulations, and policies. 
•    Develop data analysis reports on Air and Space Force built infrastructure patterns and trends. 
•    Monitor data analytics and prepare reports on installation energy and water use. 
•    Provide policy support documentation for installation readiness and asset management. 
•    Develop resilience data management frameworks and help implement strategic decision-making tools, including visual dashboards and policy memorandums. 
•    Prepare technical memorandums on emerging energy and water technology.
•    Prepare monthly reports on water resilience project analyses and stakeholder coordination.
•    Liaise with the office of the Director, Air Force Partnerships and Encroachment Risk Management to ensure alignment across complementary responsibilities within the Secretariat. 
•    Plan, coordinate, and attend meetings across all levels of the Department of the Air Force (DAF) enterprise, and with other DoD Services. This includes developing meeting agendas and providing meeting minutes.
•    Participate in Department of the Air Force subject matter workgroup meetings.
•    Work in a safe manner at all times and report all health and safety incidents and concerns.
•    Perform additional duties as required.
 

Salary $140,000, Max Salary $160,000.  Qualifications:

•    Bachelor's degree in science, planning, political science, environmental management, public policy, or related field.
•    A minimum of 8 years of experience supporting DoD or DAF encroachment management.
•    Willingness and ability to travel as needed, approximately 10 - 25%.
•    Hold an active DoD security clearance of “Secret” or ability to obtain a security clearance if required. 
•    Experience with Department of the Air Force programs and policy related to installation planning, resilience, energy or encroachment.


This position requires the candidate to be a U.S. Citizen due to the projects they will be working on.
 

If this position requires a CAC card, CUI Enclave Access and/or a Security Clearance, a background check will be completed.

While primarily performed in an office environment, travel and on-site work might be required which could require lifting 50 pounds of documents or equipment, traversing uneven terrain during site visits, and standing long periods of time at public meetings.

This work is principally performed in an office environment; however, there are occasional requirements to visit client sites, which requires the ability to perform work in an office environment or outdoors while conducting data gathering site visits, participating in on-site meetings, and attending conferences or other training activities off-site. Travel to conferences and client sites is expected to be less than 25% of the time.


Language & Communication Skills:  

•    Fluent in the English language with excellent verbal and written communication skills, including technical writing and editing.
•    Proven ability to produce high-quality reports and presentations for senior DoD and community officials.
•    Strong skills in preparing and presenting planning reports and project documentation.

Other Skills: Instructions: Must be proficient in the Microsoft Office Suite of software (Word, Excel, PowerPoint).
