Australian Infrastructure Financing Facility for the Pacific Support Unit

The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is Australia's largest and most significant infrastructure investment in the Pacific. This $4 billion infrastructure initiative is actively engaging with countries in the region to significantly boost Australia's support for infrastructure development in Pacific countries and Timor-Leste. The Facility uses grant funding combined with loans to support the development of high priority, quality infrastructure. 

The AIFFP has contracted Tetra Tech to manage the Support Unit (SU). The SU is designed to provide AIFFP with timely responsive, flexible, and efficient expertise to support effective design and implementation of investments to meet the AIFFP's objectives. The SU should enable the AIFFP to make informed decisions, comply with DFAT and AIFFP policy and deliver quality impacts that maximise development impact. Coordinating delivery of a number of Australia's development activities through one SU delivery team is intended to enhance coherence between activities, mainstream cross cutting issues, create efficiencies of administration, contracting and management processes, and enable knowledge sharing and actions on lessons learned. Through this innovative approach, stronger development results are expected for the people of the Pacific and Timor Leste.

Key responsibilities

As the E&S Safeguards Specialist, you will:

  • Oversee environmental and social safeguards compliance across multiple energy projects.
  • Review verify and advise on contractor and consultant safeguards reporting.
  • Lead capacity building and training on E&S, Health and Safety, PSEAH, and Child Protection.
  • Support implementation and monitoring of Environmental and Social Management Plans, Stakeholder Engagement Plans, GEDSI Plans, and Local Content Plans.
  • Conduct and participate in site visits, audits and field assessments to monitor compliance and recommend corrective actions.
  • Advise on remedial measures and continuous improvement initiatives.

Selection criteria

To succeed in this role, you will have:

  • Tertiary qualification in environmental science, social science, or a related discipline.
  • Minimum 8 years' experience managing E&S risks in large infrastructure projects.
  • Knowledge of IFC Performance Standards, Equator Principles, and donor safeguard policies (DFAT, World Bank, ADB).
  • Experience in safeguards supervision, monitoring, reporting, and capacity building.
  • Familiarity with GEDSI principles and safeguards frameworks.
  • Strong stakeholder engagement and facilitation skills in cross-cultural contexts.
  • Excellent communication, problem-solving, and training delivery skills.
