Project Summary:

The Teaching and Learning for Education Excellence in the Middle East (TALEEM) activity is designed to support the Middle East and North Africa Regional Bureau and bi-lateral Missions in the region to conduct research, training and analytics to advance student learning and success in the region. TALEEM is working with USAID Egypt to conduct a performance evaluation for the Science, Technology Engineering and Mathematics (STEM) teacher Education and Systems Strengthening Activity (STESSA) in Egypt.  USAID/Egypt launched a pilot STEM project in 2011 that created STEM high schools in Egypt and developed new curriculum to support the development of STEM teachers. The follow-on project, STESSA, launched in 2018, focused on scaling the pilot schools to a larger number and further strengthening the Egyptian education system to support STEM. The purpose of the STESSA mid-term evaluation is to assess the activity's performance and progress towards achieving its three key objectives: 1) sustainable STEM teacher preparation programs; 2) increased capacities, knowledge, and skills in selected Faculties of Education in the design and implementation of STEM education at undergraduate and graduate levels; and 3) Institutionalize the STEM education system in the Ministry of Education and Technical Education (MOETE).

Position Summary:

The Evaluation Team Leader will be responsible for the overall management of the evaluation team, field work, data analysis development of evaluation findings, conclusions, and recommendations. The Leader will also be responsible for all presentations to USAID and will facilitate the Team Planning Meeting, and IP validation workshop. The Leader will be responsible for writing the evaluation report. It is expected that this position will travel to Cairo and at least two of the four target locations to participate in and oversee focus groups and key informant interviews. The Leader will work closely with a local research firm based in Egypt that will conduct all focus groups and key informant interviews across the regions covered in the assessment. This is a short-term position. Work is expected to take place between January and August 2024.

 

Responsibilities:

  • Coordinate desk review.
  • Develop and present the Evaluation Work Plan/Inception Report to USAID.
  • Manage the design, testing, and finalizing of the data collection tools.
  • Supervise data collection.
  • Guide data review.
  • Design and facilitate the evaluation findings validation workshop.
  • Develop and present the final exit briefing of preliminary findings and draft report to USAID/Egypt.
  • Develop the detailed evaluation report.
  • Ensure that evaluation activities are completed on time, within budget, and to the required quality standards.
  • Finalize the evaluation report based on USAID and implementing partner feedback.
  • Work with MSI graphic artist to develop report infographics.
  • Review Arabic translation of executive summary for accuracy.

 

Qualifications:

  • Master's degree required, preferably in international comparative education or similar field.
  • Minimum 12 years of experience working in international development required, preferably in evaluation/assessments and/or education/STEM.
  • Experience leading USAID evaluations and assessments required.
  • Strong facilitation, writing, and team management skills required.
  • Ability to develop and present clear and concise findings presentations required.
  • Fluency in Arabic and English required.
