Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission's staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting (CLA); and monitoring and evaluation (M&E) of the health portfolio.

Position Summary:

The Financial and Administration (F&A) Assistant will support financial management and administrative processes essential for project operations in collaboration with the F&A Director. The F&A Assistant will assist in budgeting projections for project related activities and provide assistance in monitoring and procurement activities.

 

Responsibilities:

  • Provide comprehensive support for financial management and procurement processes.
  • Collaborate with stakeholders to ensure compliance with regulations and guidelines.
  • Receive, process, and check accuracy and completeness of all requests for payments.
  • Assist in recording of transactions in QuickBooks.
  • Assist in budgeting, monitoring, and procurement activities.
  • Facilitate vendor selection, contract negotiation, and documentation.
  • Offer guidance to project teams on financial and administrative matters.
  • Ensure accurate and timely financial reporting.
  • Maintain detailed records of transactions and procedures.
  • Liaise with the F&A Director to address issues and provide assistance as required.
  • Contribute to the development and implementation of policies for improved efficiency.
  • Participate in capacity building initiatives aimed at strengthening financial and administrative skills within the organization.
  • Report regularly to the F&A Director on activities and providing recommendations for improvement.
  • Perform other duties as assigned.

 

Qualifications:

  • Bachelor's degree in finance, accounting, business administration, or a related field required.
  • Minimum three years of experience in financial management, accounting, or administrative roles required.
  • Familiarity with financial regulations, procurement guidelines, and administrative procedures required.
  • Proficiency in financial software and tools, such as Excel, QuickBooks, or similar platforms.
  • Strong analytical, attention to detail, initiative, problem-solving, communication, and interpersonal skills required.
  • Ability to work effectively in a team environment and collaborate with diverse stakeholders preferred.
  • Fluency in English, both written and spoken required.
