Project Summary:

USAID/Bangladesh UPOMA activity will be a central Mission-wide platform that provides a range of monitoring, evaluation and learning (MEL) services in support of the Mission's design, performance monitoring, evaluation, and operational learning and adapting efforts. The Activity will play a significant role in achieving the successful implementation of the Mission's 1) Country Development Cooperation Strategy (CDCS) 2020 – 2025, 2) Performance Management Plan (PMP), and 3) the Collaboration, Learning, and Adapting agenda.

Position Summary:

The Geographic Information System (GIS) and Data Visualization Specialist will contribute to parts of the Country Development Cooperation Strategy and PMP of the project which both require rigorous analytical support. The objective is to strengthen the performance management system of the Mission so that the system can contribute to evidence-based development programmatic decisions. The work will include tracking the development objectives of the CDCS, providing monitoring support, and supporting evaluations and other research studies and analysis.

 

Responsibilities:

  • Work with UPOMA staff and USAID stakeholders to ensure that ongoing geospatial and other types of monitoring and evaluation (M&E) data are compiled in a database and made available to USAID and implementing partner staff as required (e.g., implementing partners submit performance indicator data quarterly).
  • Support UPOMA to develop data collection tools to gather GIS and other data for field surveys and third-party monitoring and any other periodic surveys required by USAID.
  • Design and carry out project staff and stakeholder training on GIS design, data collection and data storage, and support USAID data entry requirements.
  • Manage and manipulate geospatial data for results-based performance analysis and performance reports.
  • Meet regularly with project staff to ensure accurate and timely geospatial data analysis and reporting.
  • Design, implement, and maintain GIS and other databases to manage the collection of M&E data.
  • Design digital maps using geospatial data and analyze spatial and non-spatial information.
  • Generate standard and custom maps for ongoing reporting activities.
  • Assist in data collection verification through regular audits to ensure data quality, accuracy, consistency, and completeness, especially GIS data.
  • Develop visually compelling infographics to summarize and communicate findings and recommendations from project deliverables (evaluations, assessments, and studies) and learning events.
  • Ensure that the database complies with all appropriate standards.

 

Qualifications:

  • Bachelor's degree in a technical field relevant to the positions' responsibilities is required, such as GIS, computer science, information technology, data science, or analytics. Master's degree in development studies or similar field is preferred.
  • Minimum five years of experience in working across key sectors to develop and maintain data and information management systems in the geospatial data space is required.
  • Experience in database development and maintenance and information management is strongly preferred.
  • Experience developing infographics, maps, and other data visualization and communication products required.
  • Experience using GIS software/s in a professional capacity is required.
  • Experience producing data visualizations that succinctly communicate findings and recommendations from evaluations and assessments is preferred.
  • Strong oral and written communication, analytical, technical, interpersonal, attention to detail, organizational, and team management skills required.
  • Fluency in English and Bengali required.
