Project Summary:

The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the Mission in monitoring, evaluation, learning, training, and logistical support. The USAID Government-to-Government (G2G) Programs are a significant part of the United States Agency for International Development's (USAID) efforts to strengthen the capacity of partner governments. The G2G programs are designed to promote local ownership of priorities, resources, and implementation, which is a critical driver of commitment to and sustainability of development results. To support the use of G2G as a mechanism for effective project design and achievement of USAID objectives, the Mozambique Mission developed a tool to assess the institutional system readiness (ISR) of entities implementing or preparing to implement G2G programs. The time has now come for the G2G entities to conduct a self-assessment (ISR), which will be jointly facilitated by MozMEL and a Health Systems Expert.

Position Summary:

The Health System Expert will be responsible for reviewing and refining the ISR tool and co-develop the facilitation guide, ensuring tools are well-suited for assessing institutional system readiness, during the preparation phase. In the execution phase, the Expert will co-facilitate the capacity assessment sessions and validation workshops, guaranteeing the process accurately reflects the system's capabilities. This role will include documenting the entire assessment process and outcomes, summarizing detailed session notes into a comprehensive final report that highlights key issues and recommends process improvements. Following the workshops, the Expert will engage in reflective discussions with MozMEL and USAID to foster learning and strategies adaptation accordingly. Additionally, the Expert will aid in devising a targeted capacity strengthening plan based on the assessment results, aiming to bolster the overall health system efficacy. This is a short-term position, with an estimated 41 days level of effort during the period of April to September 2024.

 

Responsibilities:

  • Review ISR tool.
  • Develop facilitation guide for the ISR assessment, including guidelines for the result-sharing workshop.
  • Co-facilitate the ISR assessment sessions with MozMEL across six provinces including Manica, Nampula, Niassa, Sofala, Tete, and Zambézia.
  • Take detailed notes of each ISR assessment session.
  • Lead the post-workshop discussions with MozMEL and USAID to reflect on lessons learned and make necessary adjustments before proceeding with further assessments.
  • Support the development of Capacity Strengthening Plans based on the outcomes of the ISR assessments.
  • Submit ISR assessment report two days after each ISR assessment session.
  • Write final ISR assessment report that details any implemented adjustments with recommendations for enhancing future processes.
  • Develop Standard Operating Procedure (SOP) for the ISR assessment process.
  • Present the SOP and adjusted tools to MozMEL and USAID.

 

Qualifications:

  • Bachelor's degree in medicine, public health, health administration, organizational development, or a related field is required.
  • Minimum 10 years of experience working with the Government of Mozambique, specifically within the health sector is required.
  • Minimum five years of experience working in leadership positions within the health sector is preferred.
  • Experience working with Serviços Provinciais de Saúde/Direcção Provincial de Saúde (SPS/DPS) in the target provinces is preferred.
  • Experience in facilitation, especially in complex stakeholder environments is preferred.
  • Knowledge of the health system in Mozambique is required.
  • Knowledge in capacity assessment and organizational development is required.
  • Strong understanding of strategies for optimizing organizational efficiency and effectiveness is preferred.
  • Ability to travel within Mozambique to the specified provinces is required.
  • Fluency in Portuguese and English, both written and verbal is required.
