Project Summary:

The Government of Egypt (GOE) envisions improved government efficiency and transparency through increased automation and e-services, human development and staff training for judges, senior court management and clerical staff, social inclusion, and the development of systems as laid out in its Vision 2030 Sustainable Development Strategy. To support that vision, MSI is implementing the USAID-funded Economic Courts Activity, a five-year program that works in eight Egyptian governorates: Cairo, Alexandria, Ismailia, Tanta, Mansoura, Beni Suef, Assiut and Qena.

Position Summary:

The Information and Communications Technology (ICT) Program Director will manage and oversee effective and efficient implementation of technology activities carried out the Economic Courts Activity (ECA) in the Economic Courts. This role will be responsible for all aspects of technology activities, including requirement gathering, vendor selection, vendor management, delivery, and quality control. The ICT Program Director must maintain strong working relationships with USAID, the Ministry of Justice (MOJ), and vendor counterparts to ensure smooth implementation of technology activities.

 

Responsibilities:

  • Lead the implementation of ECA technology interventions at the Economic Courts to ensure they are completed successfully and on-time.
  • Manage and supervisor ICT staff, as well as local and international STTA, as necessary to successfully implement ECA technology interventions.
  • Maintain strong relationship with all ECA stakeholders including USAID, MOJ, and vendors.
  • Resolve implementation issues, balancing budget, timeline, and stakeholder requirements.
  • Conduct requirements gathering exercises to develop clear objective and requirements for future ECA technology interventions.
  • Draft scopes of work and request for proposals (RFPs) for future ECA technology interventions.
  • Oversee and approve vendor deliverables, ensuring all requirements are met.
  • Promote ECA successes by drafting success stories, videos, and other communications in coordination with ECA and MSI communications staff.
  • Participate in the submission of weekly, monthly, and quarterly report to the COP.
  • Coordinate with MSI Headquarters technology staff to ensure compliance with IT policies and source additional technical expertise on an as needed basis.
  • Perform any other work related to the project as assigned by the Chief of Party.

 

Qualifications:

  • Bachelor's degree in computer science, information technology, engineering, or a related field is required. Master's degree is preferred.
  • Minimum 10 years of relevant experience in a senior project management role encompassing implementation of computer hardware, systems software, and network implementation in complex environments is required.
  • Experience in a senior technical leadership role on an international donor-funded project is preferred.
  • Experience in USAID Rule of Law projects with a focus on automation and Case Management System implementation is preferred.
  • Strong reporting, writing, and communication skills.
  • Fluency in spoken and written Arabic and English is required.
