Project Summary:

The Government of Egypt (GOE) envisions improved government efficiency and transparency through increased automation and e-services, human development and staff training for judges, senior court management and clerical staff, social inclusion, and the development of systems as laid out in its Vision 2030 Sustainable Development Strategy. To support that vision, MSI is implementing the USAID-funded Economic Courts Activity, a five-year program that works in eight Egyptian governorates: Cairo, Alexandria, Ismailia, Tanta, Mansoura, Beni Suef, Assiut and Qena.

Position Summary:

The Information and Communications Technology (ICT) Program Specialist will contribute to effective and efficient implementation of technology-based Economic Courts Activities (ECA) interventions by ensuring vendors comply with requirements and timelines, and deliverables meet quality standards. This role will work closely with the ICT Program Director, ECA Project Management Team (PMT), and ECA procurement staff to ensure a timely and efficient procurement process for new interventions. For existing interventions, the Specialist will constantly monitor deliverable timelines to ensure vendors are on track and will alert the ICT Program Director of any potential concerns. Lastly, the Specialist will closely review vendor deliverables against requirements through testing and inform the ICT Program Director of any concerns during the acceptance process.

 

Responsibilities:

  • Ensure the procurement process is completed in a thorough and timely manner by coordinating closely with the ICT Program Director, ECA PMT, ECA procurement staff, and other MSI resources, highlighting concerns and roadblocks for resolutions by the greater team.
  • Develop acceptance criteria for new ECA technology interventions based off of ECA and other stakeholder requirements.
  • Monitor subcontractor and vendor performance during implementation to ensure activities remain on schedule and on budget, proactively informing ECA leadership of potential issues.
  • Design and implement an acceptance process for each technology activity to ensure completed subcontractor and vendor deliverables meet acceptance criteria and requirements.
  • Draft documentation to support ECA technology activities including user guides, spec sheets, maintenance guides, and ECA success stories.
  • Assist with tracking and record keeping of the ICT inventory list for hardware delivered to the Economic Courts.
  • Travel to work in other courts on a short-term basis as needed.
  • Perform any other work related to the project as assigned by the Chief of Party and the ICT Program Director.

 

Qualifications:

  • Bachelor's degree in computer science, information technology, engineering, or a related field is required.
  • Minimum five years of relevant experience providing IT and logistical support is required.
  • Experience in hardware and software support is required.
  • Strong reporting, writing, and communication skills.
  • Fluency in spoken and written Arabic and working knowledge of English is required.
