Project Summary:
The goal of the USAID/OTI Moldova Resilience Initiative (MRI) is to strengthen support for a democratic, European Moldova. USAID/OTI and MSI will work with a coalition of civic, media, and government stakeholders in support of program goals. The program will operate primarily through a small grants mechanism and will rely on ongoing analysis of the local context to inform programming.

Position Summary:
The Institutional Development Expert will contribute to MRI's efforts to support implementation of strategic communications. The Institutional Development Expert will develop a comprehensive operational plan for a partner institution and will collaborate with key stakeholders, including management and relevant experts. This is a short-term assignment with an expected level of effort of 30 days. The position will be based in Chisinau, Moldova.
Responsibilities:
- Develop a comprehensive operational plan, aligning with organizational goals and regulatory requirements.
- Analyze relevant laws, regulations, and strategic documents to ensure the operational plan is in compliance.
- Collaborate with key stakeholders, including management and relevant experts, to gather input and insights for effective planning.
- Provide regular updates and reports to the leadership team, highlighting progress, and identifying areas for improvement.
- Design a robust monitoring and evaluation (M&E) framework for the institution activities, ensuring alignment with organizational objectives.
Qualifications:
- Master's degree in law, human rights, social science, or other relevant field is required.
- Minimum seven years of experience in the area development, M&E is required.
- Minimum three years of experience of providing support to independent institutions under parliamentary oversight is required.
- Strong familiarity with the national policies in the field of security, human rights, and European integration is required.
- Fluency in oral and written Romanian and English is required.
