Project Summary: 

The Middle East & North Africa Monitoring, Monitoring, Evaluation and Learning Services (MENA MELS) Activity, managed by the U.S. Department of State's Bureau of Near Eastern Affairs Office of Assistance Coordination (NEA/AC). MENA MELS supports the design and implementation of rigorous research, assessments, evaluations and learning activities for NEA/AC and its operating units in 10 countries in the Middle East and North Africa: Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, the West Bank and Gaza (WBG), and Yemen. Project services include third party monitoring, evaluations, assessments and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. MENA MELS will conduct third party monitoring (TPM) through September 2026 to monitor, verify, and evaluate DoS-funded activities in in Syria, Lebanon, and Iraq. The purpose of TPM is to verify and report on humanitarian assistance programming in these countries on related progress, challenges, successes, and lessons learned. The information and findings from TPM will be critical in ensuring program learning and accountability, which will be useful for real time programmatic adjustments and future program design.

Position Summary: 
The Iraq Third Party Monitoring (TPM) Country Lead will work under the supervision of the Senior Monitoring, Evaluation, and Reporting Officer to oversee the data collection process. The Iraq TPM Country Lead will closely coordinate with the project data collection field monitors and partners staff, including during recruitment of field monitors, training and fielding of data collection teams. The Iraq TPM Country Lead will be based in Iraq and will work remotely in collaboration with the MENA MELS staff based in Amman, Jordan.

Responsibilities:

·       Manage and coordinate all field data collection and research across Iraq.

·       Remotely manage teams of field monitors and field supervisors, coordinate field assignments and deployments, including ensuring that security protocols for daily field movements are followed.

·       Coordinate and ensure proper training of all field staff and oversee the first-stage data entry process and data quality review.

·       Coordinate site visits with Implementing Partners (IPs) and work with local authorities to obtain access to sites.

·       Provide first-level data quality assurance, including assessing data for quality, strength, and completeness.

·       Conduct local context assessments and produce reports.

·       Coordinate with data analysts and contribute to analysis and site visit reporting.

·       Help the field data team identify gaps in data collection approaches.

·       Assist in the presentation of findings, conclusions and recommendations to program stakeholders as requested.

Qualifications:

·       Bachelor's degree in relevant field required, preferably in a field such agriculture, nutrition, public health, economics, sociology, social science or statistics required. Master's degree preferred.

·       At least five years of experience in the humanitarian, development, or transition field, preferably in a role managing the activities of field research teams, preferably with an NGO or development organization required.  

·       Experience in training data collection teams and ensuring data collection quality.

·       Strong attention to detail and local context analysis.

·       Proficiency in Microsoft Office skills (Word, Excel, Outlook and PowerPoint).

·       Able to work with minimal oversight.

·       Knowledge of the Iraq operating context.

·       Experience and comfort working with online collaboration platforms.

·       Experience supervising junior to mid-level staff as well as sub-contractors and/or partners.

·       At least five years of substantive experience working on issues in one or more of the following development and humanitarian sectors required:

o   Health and Nutrition

o   Water, Sanitation and Hygiene (WASH)

o   Agriculture and Food Security

o   Economic Recovery and Market Systems

o   Multi-purpose Cash Assistance

o   Protection and Shelter/Settlements

·       Fluency in Arabic and English required.
