Project Summary:

The Teaching and Learning for Education Excellence in the Middle East (TALEEM) activity is designed to support the Middle East and North Africa Regional Bureau and bi-lateral Missions in the region to conduct research, training and analytics to advance student learning and success in the region. TALEEM is working with USAID Egypt to conduct a performance evaluation for the Science, Technology Engineering and Mathematics (STEM) teacher Education and Systems Strengthening Activity (STESSA) in Egypt.  USAID/Egypt launched a pilot STEM project in 2011 that created STEM high schools in Egypt and developed new curriculum to support the development of STEM teachers. The follow-on project, STESSA, launched in 2018, focused on scaling the pilot schools to a larger number and further strengthening the Egyptian education system to support STEM. The purpose of the STESSA mid-term evaluation is to assess the activity's performance and progress towards achieving its three key objectives: 1) sustainable STEM teacher preparation programs; 2) increased capacities, knowledge and skills in selected Faculties of Education in the design and implementation of STEM education at undergraduate and graduate levels; and 3) Institutionalize the STEM education system in the Ministry of Education and Technical Education (MOETE).

Position Summary:

The Local Researcher will support the Evaluation Team Leader and Evaluation Subject Matter Expert to develop interview tools and conduct data collection in Cairo and five governorates. The Researcher will support planning and logistics for data collection, participate in key informant interviews and focus group discussions, and contribute to analysis. This is short-term position is expected to take place between March and October 2024, with primary data collection expected in April. The Local Researcher will report to the Evaluation Team Lead.

 

Responsibilities:

  • Participate in the Technical Planning Meeting under the leadership of the Evaluation Team Leader.
  • Review the evaluation research questions and background documentation as requested.
  • Provide local contextual information related to data collection planning and data collection itself.
  • Participate in the review of data collection instruments.
  • Coordinate and conduct data collection efforts including key informant interviews with key stakeholders, government officials, and implementing partner staff, and facilitated group discussions with beneficiaries in consultation with the team.
  • Provide written detailed notes or audio recordings of the interviews and group discussions, including supporting translation into English.
  • Participate in regular team check-ins before, during, and after data collection.
  • Support with data review and reporting as needed.
  • Coordinate with the Team Leader and other team members. 

 

Qualifications:

  • Bachelor's degree required, preferably in international comparative education or similar field.
  • Minimum three years of experience working in international development required, preferably in evaluation/assessments, education, and/or STEM.
  • Experience supporting USAID program evaluations or assessments required.
  • Strong teamwork skills required.
  • Strong writing skills required.
  • Fluency in English required.
