The Program:

Australia Assists is an Australian Government program that deploys skilled humanitarian specialists to support multilateral agencies, governments, civil society and communities to prepare for, respond to, and recover from disasters and conflict. Australia Assists' Goal is to: Save lives, alleviate suffering, and maintain human dignity during and in the aftermath of conflict, disasters and other humanitarian crises, and strengthen preparedness for the occurrence of such situations. The program's Objective is: Targeted deployment of humanitarian expertise that meets the priorities and needs of Australia's multilateral, bilateral and civil society partners and advances Australia's international humanitarian priorities.

The Role:

The Logistics Officer, under the direction of the NDC's Director will assist disaster response efforts in Papua New Guinea. The Logistics Officer will do this by assessing challenges and opportunities to planning and delivery of relief items, the movement of teams and the general operations of relief efforts.

Key responsibilities

  • Identify logistics blocking points and advise the UN HAT, DMT Secretariat, Provincial Administration and Logistics Working Group and establish a plan to overcome them in coordination with both the Provincial Administration and Logistics Working Group.
  • Identify and analyse procurement and transport requirements including those of collaborating agencies and Provincial Administration as appropriate.
  • Lead the tracking of movement of all goods and equipment in and out of the staging areas including coordinate with Warehouse personnel, Logistics Working Group, PNG Defence Force and implementing agencies to ensure efficient and timely report of relief, arrival and departure of items.
  • Regularly (daily) report logistics update to the Provincial Administrator and the Logistics Working Group, including as part of response efforts where required
  • Map logistical and warehousing capacities across target locations, as directed
  • Assist Provincial Administration to develop management plans/SOPs for current and future incoming relief delivery.
  • Work closely with Provincial Administrations to provide basic training and mentoring to Provincial Administration staff and partner staff involved in the response in terms of warehouse management, stocktaking and other relevant good practices.
  • Lead and support coordination with the UN HAT and Logistics Working Group in logistics coordination meeting and ensure coordination with partners, local authorities, UN/INGOs.

Selection criteria

  • Advanced university degree or equivalent experience related to Disaster Management, International Development, Logistics and Supply Change Management, or other relevant experience.
  • Field experiences relevant to working in the Pacific context, essential
  • At least five years of demonstrated relevant experience in Papua New Guinea or in similar fragile contexts, preferably in the South-East Asia and/or the Pacific.
  • Demonstrated experience supporting logistics in humanitarian response and/or early recovery efforts.
  • Ability to establish and maintains productive partnerships.
  • Understands the political and cultural context of the country of deployment and the underlying causes of the humanitarian and/or developmental issues to be addressed.
  • English language proficiency required. Tok Pisin language proficiency well regarded
