Project Summary:

MSI implements USAID's Middle East & North Africa Monitoring, Monitoring, Evaluation and Learning Services (MENA MELS) Activity, which supports the design and implementation of rigorous research, assessments, evaluations and learning activities for USAID's Middle East Bureau and its operating units (OU) in 10 countries in the Middle East and North Africa, including Egypt, Tunisia and the West Bank and Gaza. The USAID/West Bank and Gaza Mission has engaged MSI to conduct Monitoring, Evaluation and Learning Plans (MEL) Trainings support services to USAID staff and its implementing partners throughout FY 2024.

Position Summary:

The Monitoring, Evaluation, and Learning (MEL) Capacity Building Expert will assist in the provision of training and mentorship for USAID's West Bank and Gaza Mission staff and its implementing partners (IPs). The MEL Capacity Building Expert will be primarily responsible for delivering MEL capacity building support, as commissioned by the USAID/WBG under the MENA MELS activity. The period of performance is from October 2023 – June 2024.

 

Responsibilities:

  • Design and deliver a refresher MEL training focused on reviewing activity monitoring, evaluation, and learning plans (AMELPs).
  • Conduct MEL training for USAID WBG Mission staff and FY 2024 bilateral implementing partners.
  • Provide intensive MEL training and mentorship for FY 2024 Middle East Partnership for Peace Act (MEPPA) IPs.
  • Use slides to present information, facilitate group discussions, and exercises.
  • Ensure training content is compliant with USAID/PPL AMELP guidance documents and templates.
  • Distribute pre- and post-training materials, including AMELP review checklists.
  • Offer post-training MEL mentorship support for MEPPA partners remotely.
  • Assist MEPPA implementing partners in the development of their AMELPs and MEL systems.
  • Review draft AMELPs, providing feedback to refine them according to USAID standards.
  • Offer guidance on MEL systems design tasks, operationalization, and more.
  • Work closely with a team of regional MSI and Integrated Trainers, including coordinating with the Activity Manager.
  • Engage with MENA MELS management for quality assurance and activity oversight.
  • Provide weekly updates on activity and advice given to partners.
  • Coordinate training events near the WBG office in Mamilla Jerusalem, ensuring logistical support including refreshments and lunch.
  • Support in sending RSVPs and collecting feedback for trainings.
  • Assist in the timely delivery of training materials and resources.

 

Qualifications:

  • Master's degree in conflict resolution, international studies, or related discipline required.
  • Minimum eight years of relevant experience in monitoring and evaluation required.
  • Proficiency in USAID MEL standards and experience in capacity building required.
  • Strong knowledge of the socio-political context of the West Bank, Gaza, and Israel required.
  • Experience working in diverse and dynamic teams, required.
  • Experience in training and mentorship roles required.
  • Ability to adapt training modules based on feedback and requirements, preferred.
  • Strong client-facing communication, presentation, and advanced writing skills required.
  • Fluency in written and spoken English required.
