Project Summary:

The Yemen Continuous Learning and Evaluation (YCLE) program provides rapidly deployed, robust, on-the-ground, in-country oversight of USAID-funded development activities implemented in Yemen. The YCLE Contractor supports the prudent use of U.S. taxpayer funds efficiently and cost-effectively, with a focus on 1) performance and contextual monitoring and verification services, 2) evaluation services; 3) analysis and reporting services; 4) collaboration, learning, and adaptive management services; and, 5) program support services. The overall goal of YCLE is to enable USAID/Yemen to become a more effective and adaptive development organization.

Position Summary:

The Monitoring, Evaluation, and Learning (MEL) Project Support Officer will report to the Aden-based Senior MEL Specialist and Country Representative. The Officer will be primarily responsible for providing rigorous support in managing the portfolio of Third-Party Monitoring (TPM) activities, data management, operations, and administrative support. This role will be an Aden-based position.

 

Responsibilities:

  • Design data collection instruments for key informant interviews, surveys, focus groups, observation checklists, and other activities to collect information for TPM reports, evaluations, and assessments as needed.
  • Train enumerators based in Yemen on data collection instruments.
  • Provide support for preparation of training materials and provision of training as needed for implementing partners (IPs).
  • Contribute to cleaning, processing, and analyzing qualitative and quantitative TPM data.
  • Support in drafting TPM site visit reports.
  • Provide support to the Senior MEL Specialist and Country Representative as requested (scheduling meetings, note taking, translation support, etc.).
  • Back up the Senior MEL Specialist and Country Representative in all correspondence and reporting requirements to local stakeholders.
  • Conduct interviews with key informants in Yemen as needed for monitoring activities and reporting.
  • Support in conducting Data Quality Assessments (DQAs) as requested.
  • Coordinate with IPs for conducting monitoring activities and reporting.
  • Provide preliminary support regarding document review for evaluation and assessment work.
  • Conduct regular check-in meetings with the YCLE data collection partner and other stakeholders to discuss progress updates as guided by the Senior MEL Specialist and Country Representative.
  • Update project's trackers and databases on a regular basis.
  • Provide support for managing the project's knowledge management portal and digital data collection platforms, including data collection tools scripting as needed.
  • Contribute to all aspects of Geographical Information System (GIS) data collection, cleaning and updating, and maintaining the geodatabases for YCLE and USAID/Yemen activities as required.
  • Perform other related services that may be required to respond to changing USAID priorities and requests.
  • Assist in all procurements in accordance with USAID rules and regulations and MSI procedures and policies, including preparation of bid documents, bid invitations, evaluations, recommendations, approvals, and placement of orders.
  • Contribute to overseeing all leases and service agreements for the project as requested.
  • Assist in the updating of the Yemen inventory asset list and ensure all durable goods procured are properly tagged and included.
  • Manage relationships with local vendors and service providers.
  • Perform office management duties as requested including overseeing general office operations.
  • Operate and coordinate administrative tasks and ensure overall compliance with MSI, USAID, and Yemeni Government policies and procedures by all staff.
  • Draft correspondence for other administrative documents, as needed by suppliers, counterparts, and third parties.
  • Maintain electronic and physical files organized and up to date.
  • Plan and organize YCLE events according to requirements, target audience, and objectives, including coordinating all operations and logistics as needed.
  • Follow up on the maintenance of the field offices and equipment, including necessary repairs, maintain updated insurance policies, and support in renewing licenses and registration where applicable.
  • Follow up on the paperwork required for staff visas and travel processes, including flight and hotel bookings and car rentals.
  • Attend to other administrative and management requests and other similar duties as assigned.

 

Qualifications:

  • Bachelor's degree required in a field related to monitoring and evaluation (M&E) such as social sciences.
  • Minimum two years of experience in M&E of international development projects required.
  • Experience in TPM preferred.
  • Experience in international development and/or humanitarian assistance projects.
  • Experience developing data collection instruments and collecting data in the Arab region.
  • Knowledge and experience in administrative and procurement procedures and systems and other office procedures at a proficient level.
  • Fluency in English and Arabic, including the ability to write in English required.
