Project Summary:

The Government of Iraq (GOI) has embarked on an ambitious path to improve the education sector andlearning through the launch of the Iraq National Education Strategy 2022-2031 (INES) 2023. The Strategy calls for a gradual increase in government budget allocation to the education sector and recognizes education as a key driver of human capital development and imperative for sustainable economic growth, shared welfare, and productivity. To support the GOI, the World Bank launched a “Technical Assistance to Education Development in Iraq” (TAEDI) focused on key education sector strategies, policies, and analytics. The TAEDI supports GOI to implement the INES and build capacity across the GOI to promote education and learning outcomes. Activities include building management capacity for effective INES implementation, monitoring and reporting on key INES implementation activities, knowledge sharing, and providing guidance on effective communication tools for education strategies, leveraging the World Bank's global experience, successes and best practices, and providing guidance on effective communication tools for education strategies.

 

The firm will be expected to support the Task Team to: (i) conduct a needs assessment to identify capacity gaps within the INES Committee, sub-committees and relevant staff in line ministries responsible for implementation of the INES, (ii) use the findings of the needs assessment to co-develop a capacity-building plan with and for the INES committee. The plan should include sessions to help stakeholders to establish a clear theory of change for education interventions, activities and associated indicators, data collection protocols, and monitoring and evaluation guidelines and protocols for the INES implementation, including of sub-sectoral implementation plans. The firm will also be expected to support the Task Team in its efforts to develop the capacity of the INES Committee and other key stakeholders on (iii) impactful report writing (across functions) on achievements of individual activities, projects and indicators, for technical and non-technical audiences; (iv) producing a high-level guidance note for the GOI on “how to develop” sub-sectoral implementation plans; and (v) development of an effective internal and external communications strategy for both the INES committee and line ministries for effective and impactful communication around implementation of the INES to a wide variety of stakeholders; (vi) development of key communications outputs and tools improving internal and external communication for the effective dissemination of the INES.

 

 

Position Summary:

The M&E Advisor will lead the design and delivery of monitoring and evaluation support under a World Bank-funded technical assistance project supporting implementation of Iraq's National Education Strategy. This role will guide the INES Committee and relevant ministries in developing a theory of change, results framework, and practical M&E tools to support evidence-based planning and performance tracking. The advisor will also contribute to the needs assessment and provide input to the operational planning guidance, ensuring that M&E systems are integrated across all workstreams. This is a short-term consultancy with an expected level of effort of up to 60-70 days between June and December 2025.

 

Responsibilities:

·         Lead all capacity-strengthening efforts related to monitoring and evaluation systems at the Ministries of Education and Higher Education. This will include leading training sessions on developing a theory of change and results framework for the INES.

·         Develop a final report summarizing all M&E training activities and results across all sessions.

·         Develop recommendations to the INES Higher Committee and its subcommittees to support them in developing an effective theory of change and an M&E framework for INES activities.

·         Provide support to the INES Higher Committee and its subcommittees in completing the theory of change and M&E framework.

·         Work closely with the Team Leader to integrate questions about the capacity of Ministries of Education and Higher Education staff in M&E into the needs assessment.

·         Support data collection, analysis, and reporting for the needs assessment.

·         Provide input to the design of templates for high-level guidance notes on “how to develop” sub-sectoral operational plans.

·         Work closely with the Communications Advisor and Team Leader to ensure that the communications training and materials properly utilize M&E data.

Qualifications:

·         A master's in Public Policy and Management, Education, International Development or a relevant field.

·         At least ten years' experience in education planning, management, monitoring and evaluation. Experience in capacity building of public officials and in working with government and international organizations.

·         Monitoring and Evaluation experience in the Middle East and North Africa region, and strong communications in Arabic will be an advantage.

·         Ability to travel to Iraq if required.
