Project Summary:

The Rapid Response Activity is anticipated to be a two-year project that seeks to improve stability in conflict affected areas, particularly in the northern West Bank. It aims to alleviate grievances, to strengthen communities' abilities to withstand shocks and stressors, and to provide opportunities for youth impacted by violence and conflict. Managed under the GISR MENA mechanism, the activity will operate to respond to immediate and emergent needs, to improve short-term stability in specific geographic areas that have recently emerged as flashpoints.

Position Summary:

The Monitoring Evaluation and Learning (MEL) Assistant will be responsible for collecting qualitative and quantitative information from activities carried out by the program in generating reports, supporting with identifying lessons learned, and keeping track of successes of activities. The MEL Assistant will coordinate closely with the Program Development Officer (PDO) and Field Coordinators (FCs) to ensure the constant updating of information in the database of the program, obtaining information of impacts / effects of activities, identifying positive and negative results, and producing communication and knowledge products. The MEL Assistant also will provide the information required by the Communications and Outreach Officer (COO) reporting and documenting activities. The MEL Assistant will provide feedback to the whole program team in conceptualization and activities' evaluations, to ensure that the team contributes to the achievement of the objectives set out in the strategic framework of the program. This position will report to the MEL Manager and will be based in Ramallah.

 

Responsibilities:

  • Develop the monitoring and evaluation (M&E) plans at the activity level in coordination with the program team and supervisor.
  • Monitor and document the progress and lessons learned of activities using the program's database, particularly contributing with activity notes.
  • Begin activity evaluation actions, such as workshops, focus groups, interviews, round tables, surveys, etc., as agreed upon with the M&E team.
  • Assist in designing and implementing initiatives to strengthen the project's approach to M&E, including adoption of standardized indicators, indicator tracking tools, and innovative evaluation approaches.
  • Submit M&E reports for activities or groups of activities, as required by the supervisor.
  • Upload relevant information for M&E purposes onto the database, including quantitative indicators, reports, photographs, and any other relevant information.
  • Visit partners, beneficiaries, and activities regularly to evaluate the progress and impact of the activities.
  • Prepare site visit reports in the format required by the supervisor.
  • Document relevant anecdotes and quotes from partners and beneficiaries during activity implementation.
  • Perform activity evaluations, identifying the results and lessons learned, as required.
  • Share the lessons learned of the activities with the entire program team constantly.
  • Help build the capacity and provide technical assistance to partners and grantees in MEL techniques.
  • Provide the COO with the information required to develop program reports.
  • Perform other tasks as requested.

 

Qualifications:

  • Bachelor's degree in economics, political science, government, or a related field required.
  • Minimum three years professional work experience required.
  • Experience in research with qualitative and/or quantitative methodologies (statistics or econometrics), including developing research reports required.
  • Experience in M&E programs, social projects, and/or public policies with USAID experience preferred.
  • Experience with NGOs, international contractors, multilateral institutions and/or international cooperation agencies preferred.
  • Knowledge of and experience with developing and evaluating stabilization or rapid response projects preferred.
  • Proficiency in Microsoft Office Suite, including advanced level proficiency with Excel required.
  • Strong adaptability, time management, organizational, problem-solving, service-oriented, and interpersonal skills required.
  • Ability to maintain confidential information and work with a wide variety of people from diverse backgrounds required.
  • Ability to travel to project sites as needed required.
  • Strong written and verbal communication skills in Arabic and proficiency in English required.
